1.0 PURPOSE OF THE JOB (JOB SUMMARY)
Responsible to the Chief Manager, Technical Services and will be responsible for managing, planning, administering and reviewing of Planning, Research & Insurance Risk Monitoring activities.

2.0 DUTIES AND RESPONSIBILITIES
Specific duties and responsibilities at this level will be to:
i) Developing and Implementing Policies, Guidelines, Regulations and Frameworks for Insurance Risk Monitoring;
ii) Implementing risk assessment activities including analysis, measurement and reporting of insurers risks;
iii) Coordinating special on-site examination and off-site surveillance of the insurers;
iv) Assessment, collection, reconciliation and reporting of contribution levy by insurers;
v) Ensuring formulation of investment plans, objectives and consistently monitoring the growth of the Fund based on PCF mandate;
vi) Monitoring the respective insurance risk profiles and recommending appropriate mitigating measures;
vii) Steering the development of the Fund’s Strategic Plan and monitoring its implementation;
viii) Spearheading the preparation, implementation and monitoring & evaluation of the Fund’s Annual Performance Contract;
ix) Developing and reviewing policies, procedures and guidelines to inform research, planning and quality assurance in the Fund;
x) Foster local and international alliances that promote strategic linkages and partnerships, exchange of information and experimentation of innovative ideas;
xi) Carrying out Surveys, Studies and Research on matters relating to the Fund’s mandate, activities and decisions;
xii) Preparing and implementing the Fund’s quality management system through quality assurance programmes;
xiii) Overseeing the development of the Fund’s annual work plans and resource needs and prioritize its activities;
xiv) Coordinating the Enterprise risk and business continuity management in the Fund;
xv) Overseeing the implementation of business process re-engineering initiatives;
xvi) Spearhead advocacy initiatives in line with the fund’s mandate;
xvii) Harnessing and disseminating knowledge and information on current and emerging issues in research innovation and strategy through publications, workshops, seminars, conferences and presentations at local and international fora;
xviii) Knowledge management including repository for sector data and statistics and general management of the Fund’s statistical databases;
xix) Conducting financial sector research and policy analysis, and preparation of position papers and reports in liaison with other financial sector players;
xx) Publishing and disseminating research papers and statistical reports to the industry;
xxi) Carrying out benchmarking and ensure adoption of Best Practice in the conduct of the Fund’s activities;
xxii) Conducting policy research and analysis by providing research based advice on Compensation of Policyholders;
xxiii) Spearheading the development and implementation of the Fund’s research and development policy;
xxiv) Providing advice as required on all matters related to research, strategy and planning in the Fund;
xxv) Periodical reporting on the above roles as appropriate;
xxvi) Aligning the Fund’s strategies with national and county policies, plans and strategies;
xxvii) Developing and ensuring implementation of the Division’s strategic objectives, Quality Management Systems, Enterprise Risk Management and Business Continuity Plans;
xxviii) Creating awareness and management of stakeholder relationships;
xxix) Ensuring development and implementation of the Division’s strategic objectives, Quality Management Systems, Enterprise Risk Management and Business Continuity Plans of the Department;
xxx) Providing leadership including Performance Management to the Division;
xxxi) Mentoring and coaching staff under the Officer’s purview;
xxxii) Providing advice to the Board and implementation of audit recommendations;
xxxiii) Developing and implementing the Divisions Strategies, Annual Work plans and Budget; and
xxxiv) Assessing performance, mentoring and coaching of staff under the Officer’s purview.

3.0 REQUIREMENTS FOR APPOINTMENT
For appointment to this grade, an officer must have;
i) Bachelor’s degree in Commerce, Actuarial Science, Finance, Insurance, Economics, Business Administration or its equivalent from a recognized and accredited institution;
ii) Master’s degree in Commerce, Actuarial Science, Finance, Insurance, Economics, Business Administration or their equivalent from a recognized and accredited institution;
iii) Membership with relevant professional body;
iv) Strategic Leadership and Development Programme (SLDP) or its equivalent will be an added advantage;
v) Demonstrated administrative ability and competence in compensation & resolution;
vi) Shown merit and ability as reflected in work performance and results;
vii) Proficiency in computer applications.
viii) At least eight (8) years’ relevant experience, three (3) of which should have been at a management position.

Terms of Offer:
An attractive remuneration package commensurate with the responsibilities of the position will be negotiated with the successful candidate. Successful candidates in job gradesPCF2andPCF3will beengaged on a five (5) years contractrenewablebased on performance.

• Clearance from the Ethics and Anti-Corruption Commission;
• Certificate of Good Conduct from the Directorate of Criminal Investigations;
• Clearance from an approved Credit Reference Bureau;
• National Identity Card.
