Job SummaryThe GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit) is a German Federal enterprise that provides services worldwide in the field of international cooperation for sustainable development. GIZ has over 50 years of experience in a wide variety of areas, including economic development and employment, energy and theenvironment, and peace and conflict management. The German Federal Ministry for Economic Cooperation and Development (BMZ) is our main commissioning party. With funding from BMZ, GIZ in close collaboration with the Government of Kenya is supporting the implementation of two projects: ·Support to Refugees and Host Communities in Kenya which is part of the BMZ Special Initiative on Forced Displacement. The project has a duration of eight years (2015 to 2022). ·Life Skills and Training for Refugees and Host Communities in Kenya which has a duration of three years (2019 to 2021). Both projects aim at providing support to refugees and their host communities. This includes providing them with relevant technical and life skills to be self-reliant and support their (re-) integration into the labour market in Kenya (or their country of origin should the refugees opt for a voluntary return). According to the United Nations High Commissioner for Refugees (UNHCR), around 471,000 refugees are currently living in Kenya, hosted mainly in two camps – Kakuma in northern Kenya and Dadaab in north-eastern Kenya. Kakuma is home to the country’s second largest refugee camp with a population of around 187,000 refugees, mainly from South Sudan and Somalia. It has been in existence since 1992 and many of the children and young people in the camp grew up here. Due to the continuous influx of refugees over the years, there was need to expand Kakuma refugee camp to decongest it. In 2015, UNHCR and the Government of Kenya agreed to pilot a new approach by developing the Kalobeyei Settlement to promote, in an integrated manner, self-reliance of the refugees and host population by enhancing livelihood opportunities and promoting inclusive service delivery. The two projects ‘Support to Refugees and Host Communities in Kenya’ and ‘Life Skills and Training for Refugees and Host Communities in Kenya’ focus on supporting refugees and host communities in Turkana West Sub-County. Activities of the project focus on strengthening the linkages of potential employers to labour markets, support for businesses opportunities, ensuring food and nutrition security, provision of portable water through improved storage facilities and water conveyer system as well as strengthening peaceful conflict resolution mechanisms among the refugees themselves and between refugees and the host community. Our development activities adhere to a strict do no harm-approach, building local capacities and involving national and county governments for sustainability and ownership.ResponsibilitiesResponsibilitiesThe Cashier/Administrative Assistant is responsible forManagement of cash and bank books at programme level Providing administrative and financial support to GIZ-SIF project. She/he shall ensure that these services of the department are provided efficiently and in line with GIZ financial administration management and accounting procedures. TasksResponsible for bankingDaily bank book and statement reconciliation and report and correct anomalies promptly Ensure all payments are appropriately approved and coded, have calculation strips, proper supporting documents, payment stamps, received in finance stamp and bear the correct project number. Submit monthly vouchers to the HoAF for Winnpaccs booking on set dates i.e. Vouchers submitted should agree with those listed in the e-cash and bank books. Ensure bank book and Winpaccs balance are in agreement. Plan and request for funds for project and for field office in good time. Maintain bank records Assist in following up on pending invoices Responsible for CashManagement of project cashbox – payments are made without delay for approved and properly prepared vouchers. Daily reconciliation of physical and cash book balances according to the GIZ cash management rules Ensure no new advances to persons with outstanding advances Assist in preparation of Project Accounting for forwarding to country office for booking Arrange and facilitate monthly payments – local and foreign currency related transaction Ensures that all journals are up to date and vouchers are booked to the respective PN. General Administrative SupportAssist the Project team, including working closely with the HoAF, in handling the administrative aspects of travels, visits, mails, meetings and workshops organized by Programme and or which the Programme is involved in. Assist in the procurement process Assist in ensuring all inventories are properly labelled Assist in travel and vehicle management Assist the project team in providing logistical and administrative support to consultants and evaluation teams contracted by the project Assist in front office management when the staff responsible is absent Maintain Programme records, and ensure appropriate levels of access and confidentiality Deputize the Finance & Administration assistant and take over tasks of Finance if requested to do so Assist in preparation of various contracts (consultancy service, appraisers and framework contracts) Assist in ensuring that GIZ office is well maintained and all repairs and adjustments done on a timely manner. Assist on follow up on accounts receivables, payables Ensure business process are understood and followed Raise extra ordinary issues with supervisor promptly Undertake any other duties as may be assigned C. Required qualifications, competences and experienceQualificationsCertificate/diploma/Degree in a business relatedfield. Having an accounting qualification is an added advantageProfessional experienceAt least 1 year professional experience in a comparable position Additional competencesIn-depth knowledge of accounting software Good working knowledge of ITC technologies (related software, phone, email, the internet) and computer applications (e.g. MS Office) Profound experience in working with vulnerable groups and sound knowledge of the Do No Harm Approach Good command of English and Kiswahili, knowledge of Turkana is a strong asset Discipline and punctuality Good team player Resilience and patience Willingness to work in a remote duty station with limited access to amenities Willingness to upskill as required by the tasks to be performed Willingness and ability to be adhere to the coordination structure in the field Job RequirementsRequired education: Diploma, Associate's degreeRequired relevant work experience: 12 monthsRequired languages: Swahili (Spoken: fluent | Written: fluent)English (Spoken: fluent | Written: fluent),
