Job Description/Requirements

Overview of Role:
ICRW’s Africa Regional Office has
experienced steady growth since its founding in 2017. The Senior
Director, Program Management and Operations (PMO) works under the
supervision of the Regional Director and in close collaboration with the
global Chief Operating Officer and Chief Financial Officer based out of
Washington, DC. S/he supervises administrative and finance staff based
out of Kenya and Uganda. Her/his primary role is to ensure excellence in
execution of the program of work, smooth day-to-day operations,
alignment of regional policies, protocols and processes including those
related to Business Development and Communications with the global
institution. As well, the Senior Director PMO, on behalf of the Regional
Director, coordinates with the global Business Development team and
technical staff on donor cultivation and proposal development,
collaborates with project directors implementing projects in the Africa
Region to ensure projects are planned, budgeted and staffed
appropriately, assists project directors in tracking project finances
and project deliverables for quality and timely submission, and helps
troubleshoot as necessary. The Senior Director PMO manages office
finances, human resources, cybersecurity and all other administrative
functions.

Principal Responsibilities and Tasks:

BUDGET, FINANCIAL, & CONTRACTS MANAGEMENT:
Interface
regularly with the global COO, CFO and Finance and Administration
(F&A) division in Washington, DC office to ensure alignment of ICRW Africa and Global finance policies, practices and procedures.
In
collaboration with the COO, CFO oversee budgeting systems, including
balancing project costs and staff time allocation. Works with the
Regional Administrator to ensure accuracy of budget and actual data
reported.
Manage
ICRW Africa unrestricted budgets, monitor overall project spending
against budget and annual targets, review financial projections to
ensure programs are completed within budget and generating targeted
overhead recovery.
Supervises finance and contracts staff.
Oversees contract negotiations, troubleshoots as required.
Serve as the escalation point for project directors on contract management issues as they arise.
Performs other financial analyses as requested by the Regional Director or by the CFO.

ADMINISTRATION
Oversees Office Administration in Kenya and in Uganda, supervising and coordinating the efforts of administrative staff.

Leads efforts related to office management, space and lease negotiations, and major capital purchases.
Coordinates closely with the COO on administrative issues.

HUMAN RESOURCES & IT:
Collaborate with the Director, Human Resources based in the Washington, DC office to address HR issues and needs.

Manage
HR matters: recruitment and staffing, employee relations, compensation
and benefits plan management and administration, staff development,
allocation of people resources.
With the Director, Human Resources implement and interpret HR policy as needed.
With the Director, Human Resources, provide guidance to and approve all salary discussions.
Oversee the operational budget that supports the HR, Administration and IT functions.

BUSINESS DEVELOPMENT & EXTERNAL RELATIONS:
Support
Regional Director and senior staff with business development efforts to
ensure alignment with global business development strategy and
procedures
Coordinate
with Senior Director, External Relations Group to office to track and
manage global business development goals and targets
Serve as escalation point for Business Development related matters.
Coordinate
with Senior Director, External Relations to ensure brand alignment in
all externally facing products and client deliverables.
Coordinate
with Senior Director, External Relations, and the communications team
to ensure alignment with global communications strategy including
skills-building of ICRW Africa staff as necessary

GOVERNANCE:
Serve as Secretary to the Africa Regional Board and the boards of ICRW Uganda and ICRW Kenya.
Together
with the Regional Director, ensures adherence to all statutory
requirements of the Government of Kenya and Government of Uganda.

Education & Experience:
Minimum eight (8) years of post-master’s or six (6) years of post-bachelor’s experience managing NGO/INGO operations in Africa.
Program and financial management experience and relevant qualifications
Knowledge of automated budget systems and/or accounting software (e.g. QuickBooks and others)
Experience
with financial accounting in non-profit organizations that generate
revenue from multiple sources (including restricted grants from private
foundations as well as contracts from government agencies, both of which
have particular reporting and compliance requirements)
Computer literacy required to include a proficiency in standard business and project management applications
Experience working with global organizations

Skills:
Must
possess excellent communication skills, and demonstrated ability to
build collaborative, cross-regional working relationships
Must
possess strong leadership and organizational skills; be thorough and
detail oriented; able to work independently, and to grow and lead a team

Must
possess demonstrated capability in the creation, implementation and
ongoing management of systems to ensure that activities involving
multiple departments get done on time, within budget, at a high level of
quality, and lead to successful, measurable outcomes.

Demonstrated
team-based, collaborative management style that supports open and
frequent communication, extensive sharing of information, and
participatory decision-making while building a culture of
accountability.

Salary range is: 7,282,800 - 10,195,793 Shillings
