Overview
MSH in Kenya seeks to recruit Consultant for a duration of two (2) weeks under the Primary Health Care (PHC) Costing Project.
With support from the Bill & Melinda Gates Foundation, MSH is developing a new tool and methodology for costing PHC services at the facility/community level and for grouping these costs into district and higher level PHC costs.
The tool will be used by the Kenya Ministry of Health, the Division of Primary Health Care to develop an investment case and guide evidence-based planning and resource-mobilization for county-specific UHC scale-up plans in six counties (Nyeri, Mukueni, Kajiado, Isolo, Kisumu, and Kilifi). The tool will be open-source and a public good so counties will be able to access it easily and can view and change all elements of the tool as needed.
The tool will be used to develop a model for a representative primary hospital, a health center, a dispensary and a community in each county. Each model will contain the actual services and costs for the most recently-completed fiscal year, which will serve as the baseline costs, and the services and costs for needs-based scaling up targets projected over 5 years.
