The purpose of this contract is to provide communication, outreach, and strategic planning services to the USAID/Kenya and East Africa (KEA) and USAID/Somalia Mission. Through a four-year period of performance, the program supports day-to-day media communications and outreach activities, as well as the development of a mission-wide Communications Strategy.
Under the supervision of the Chief of Party (COP), the DCOP/Senior Communications Manager will provide technical and managerial leadership and oversight. S/he will participate in the full scope of strategic communication support tasks—including the development and production of a Communications Strategy, information products, and publications, social media content management, photography/videography, and overall content development. The DCOP/Sr. Communications Manager will provide shared supervisory support for the DOC program.
Responsibilities
Technical Duties
Provide day-to-day leadership and oversee the development and production of all printed and digital materials, specifically annual reports/brochures, photos, success stories, and daily social media content.
Maintain a clear understanding of the USAID/KEA and Somalia Mission’s bilateral and regional portfolios and structures, as well as Mission and Agency communications objectives, to communicate this information effectively.
Assist with the creation and launch of creative social campaigns.
Measure and track the effectiveness of digital communications, adjusting content as needed to improve performance.
Develop content for newsletters, press releases, websites and other printed material as required.
Manage external consultants, contribute to major writing activities and serve as a chief writer where necessary.
Work closely with the Communications Specialists to review daily content and provide quality assurance.
Ensure consistency across all areas of editorial production.
Facilitate collaboration and information sharing with communications colleagues from implementing partners through regular meetings and check-ins.
Operational and Managerial Duties
Serve as Acting Chief of Party when the Chief of Party is out of office. Liaise with the USAID/KEA and Somalia Mission’s DOC office on communications activities.
Manage full-time technical staff members to ensure the quality of products and timely submission of assigned tasks.
Encourage efficiency in delivery of tasks by continually monitoring activities against goals, minimizing duplication of personnel activities, and defining and using standard operating procedures.
Oversees coordination of fieldwork in line with the Mission’s planned strategic communications approach.
Manage editorial calendar and timelines for the creation and execution of field content.
Assist in the development, socialization, and management of digital asset and project management and filing systems.
In close collaboration with the COP,
Plan, organize and deliver training(s) and coordination support to USAID’s communications community of practice among implementing partners.
Supervise the work of publishing contractors and vendors, including editors, graphic designers, printers, transcribers, translators, and writers.
Develop project reports, annual work plans, presentations and other documents as required by USAID and MSI.
Build productive relationships with USAID, MSI staff, and other implementing partners.
Oversee the technical staff’s professional development.
