i. Bachelors Degree in Public Administration, Social Sciences or its equivalent qualificationfrom a recognized University;
ii. Masters degree in Business Administration or its equivalent from a recognized University;
iii. Certificate in Strategic leadership Development Programme lasting not less than six (6)
weeks from a recognized institution or its equivalent;
iv. Diploma in Public Administration/Advanced Public Administration;
v. Served in the grade of Deputy Director Job group ‘Q’ in the Civil Service for at least 3 years
or in a comparable and equivalent position in the wider Public Service or Private Sector;
vi. Meet the requirements of Chapter Six of the Constitution on Leadership and Integrity;
vii. Membership to a professional body in administration will be an added advantage;
viii.Certificate in Strategic Leadership Development Programme from a recognized institution
will be an added advantage;
ix. Demonstrated a high degree of professional competence, administrative capabilities and
initiative in the general organization and management of Human Resource and a thorough
understanding of HR issues and emerging HRM practices & techniques; and
x. Demonstrate a thorough understanding of national goals, principles and development
goals.
Responsibilities
i. Provide leadership on general County Administration Services;ii. Coordinate National, State and County functions;
iii. Supervise and facilitate activities of specialized staff of the County departments working at
the Sub County, Ward, Village and Community Area Units;
iv. Disseminate Public Information to all relevant stakeholders;
v. Undertake public participation initiatives including participatory public monitoring and
evaluation systems;
vi. Supervise Transport and Management of office services;
vii. Coordinate, handle and respond to customer complaints, compliments and petitions; and
viii.Any other duties as may be assigned from time to time.
