Job Description/Requirements

The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organisation with the exclusively humanitarian mission to protect the lives and dignity of victims of war and internal violence and to provide them with assistance. It also endeavours to prevent suffering by promoting and strengthening International Humanitarian Law and universal humanitarian principles. The ICRC's Regional Delegation in Nairobi co-ordinates the institution's humanitarian activities in Kenya, Tanzania and Djibouti.

Overall Responsibility
The incumbent is responsible for designing, planning and supervising the implementation of the Delegations’ concerned forensic programs/activities. S/he is the ICRC focal point, internal and external specialist to institutions /stakeholders for all matters related to forensics for the contexts covered, particularly related to missing persons, the management of the dead and other pertinent forensic issues deemed relevant by the delegation.

Tasks and responsibilities
• Ensure the forensic analysis of the context by maintaining an overview of the forensic situation in allocated Anglophone contexts;
• Define/orient the forensic strategy, specific objectives, the plan of action, the timeline and the resources required including budget;
• Develop a good understanding and provide specialized advice and oversight on forensic issues for ICRC staff in the respective contexts and to relevant stakeholders and interlocutors;
• Where applicable, supervise, coach and manage a forensic team and make proposals for institutional or technical planning, courses, training and mentoring;
• Decide, in coordination with the Delegations’ management, on necessary adaptations of strategies, plans of action and resource allocations;
• Externally act as main point of contact for external institutions on technical and policy-level issues related to promoting technical and non-technical best practice associated with the management of the dead and medicolegal practices in African Anglophone contexts by all concerned stakeholders;
• Develop and/or maintain, as well as represent the ICRC, with a network of interlocutors on matters related to forensics such as capacity building, promotion of forensic best practice, external meetings or workshops, and conferences;
• Disseminate the organisation’s communications on forensic science and humanitarian action;
• Conduct a stake holder mapping of the country and develop a network of State and Non-State actors that can work cooperatively to improve medicolegal and forensic capacity in designated Anglophone countries;
• Look to engage decision and policy makers to look at developing a collaborate and coordinated plan to improve management of the dead response in designated Anglophone countries;
• The Forensic specialist shall focus on promoting the proper and dignified management of the dead and improvement of forensic practices and policies.

Minimum Requirements and competencies
• Postgraduate degree in medical, biological or forensic sciences;
• Minimum 8 years' experience in forensic practice applied to humanitarian or human rights investigations in an operational context;
• Experience in project management an asset;
• Proven contribution to scientific publications on forensic practice, especially in the field of humanitarian and human rights investigations;
• Experience in negotiations and public relations, particularly in promoting the implementation of professional and ethical standards in his/her field of expertise;
• Skills and experience in forensic training and ability to adapt messages to different audiences;
• Fluent command of English: Knowledge of French and other local languages an asset;
• Certificate of good conduct.
