PROGRAM SUMMARY:The Mercy Corps AgriFin program group works across multiple countries and multiple donors utilizing a market ecosystem approach, working with carefully selected partners to build sustainable models, where farm and crop management tools and financial services are "bundled" in affordable, unified platforms on mobile phone channels to promote mass uptake commercially. The program involves three interrelated components that seek to address low farmer productivity and capability, and improve institutional ability to deliver appropriate products and build ecosystems to drive scale.We work with farmers, banks, mobile network operators, MFIs, research institutes and other ecosystem players in well-defined partnerships to sustainably bundle services, leveraging the offer and outreach of all partners, while increasing the range of services, access points and value for farmers. The program works with partners to identify, prototype, test and scale successful mobile-enabled services for smallholders, with a key focus on expanding access to financial services, using a rapid iteration approach to product development and client-centric design techniques.GENERAL POSITION SUMMARY:The Agri-Fin Global Finance, Operations & Compliance Director (FOCD) is a member of the senior program management team and the leader of the Mercy Corps Finance and Operations Departments, and as such is responsible for all aspects of financial and operations management of the overall program, working collaboratively to ensure compliance with Mercy Corps internal policies and procedures as well as donor regulations.This position works under the direction of the AgriFin Program Director and is responsible for all support functions (including Finance, Operations & HR) based in Nairobi and covering program operations in Africa, both in countries with existing Mercy Corps offices and countries with no Mercy Corps presence, as well as a growing footprint that may expand directly to India and other markets.The FOCD is also responsible for all aspects of compliance with local legal, regulatory and statutory requirements in AgriFin countries, where there is no other Mercy Corps presence. The FOCD reports and provides timely assistance to the Program Director and the Program Team to ensure that financial resources are used efficiently and effectively.ESSENTIAL JOB FUNCTIONS: Financial ManagementEnsure effective, transparent use of financial resources in compliance with Mercy Corps and donor policies and procedures.Maintain banking relations and plan and monitor country cash flow requirements to ensure the smooth implementation of the program.Ensure monthly standard accounting submissions are provided to Mercy Corps Headquarters, including general ledger files, account reconciliations, expenditures by cost center/project, required subgrantee reporting, as well as other financial information in a timely and accurate manner.Lead development and production of monthly, quarterly, and annual financial reports to the donors in line with donor requirements.Ensure monthly management reports are providedto the Program Managers, including expenditures by country and for the overall project, partner reporting and other financial information, in a timely and accurate manner.Develop annual fiscal year budgets with the Program Director and develop and implement grant budgeting and forecasting systems with Country Managers.Lead development of budgeting on new funding proposals for the expanding AgriFin global programming.Operations & HR OversightOversee the Operations Department ensuring the review of all procurement and logistics systems that are appropriate, effective, transparent and accountable.Ensure that there is appropriate local insurance coverage, to protect Mercy Corps.Work in collaboration with the Operations and HR Director to ensure all existing and new HR Policies are researched, written, implemented and reviewed in line with those issued by Headquarters and national Labour Law.Coordinate the revision, implementation and monitoring of country specific HR, Procurement, Logistics, and Administration policies, procedures and guidelines, ensuring they are in line with organisational policy and guidelines. Development of a number of initiatives, including team building, to ensure continued integration of the systems/support functions in the AgriFin program offices.Country specific complianceLead legal and operational establishment and closeout of the AgriFincountry offices.Prepare and ensure timely submission of country-level government reports, where MC has no other presence.Lead country annual registration renewal and re-registration process, change of board members and ensures compliance with related local laws, with support from HQ Legal team and local legal advisors, where MC has no other presence. Ensures that relevant country level exemptions and legal requirements are met.Responsible for review of program contracts and drafting, review and management of program MoUs and NDAs for all countries where AgriFin has programming, in consultation with other MC country program teams where appropriate, HQ legal team and Program Director.Support global agency teams with fraud assessment, investigation process and assess the risk associated, with support from Program Director, regional management and HQ Chief Ethics & Compliance Officer.Help identify efficient and effective solutions to issues while ensuring compliance with Mercy Corps’ policies and donor regulations, yet facilitate the achievement of program objectives; coordinate closely with Headquarter compliance teams in Portland, Oregon USA and Edinburgh, UK.Perform follow-up and resolutions for internal and external audit recommendations to improve or enhance the internal control environment. Prepare the Country Office Compliance Tracker and provide inputs into Country Office Risk Registers in conjunction with the Program Directors and Country Directors where AgriFin is operating, continuously updatingthem every quarter.Team Management Develop the technical capacity of the team, deepen understanding of their roles and assist with coaching, performance management, mentorship and career development of Support department team staff and most specifically Finance Manager and Operations and HR Director.Provide regular and timely feedback on performance and priorities to staff.Assist team members with sourcing the information, tools and resources to manage the departments effectively.Create and sustain a work environment of mutual respect where team members strive to achieve excellence and actively engage in decision-making processes.Work closely with the Operations and HR Director to ensure all staff contracts and Human Resources procedures and requirements are in place and up to date.Establish leadership and personal credibility with the Mercy Corps team, and implement and create an organizational culture of accountability, responsibility and quality of services.Support the recruitment and training of new finance staff up to capacity on Mercy Corps policies and procedures and on Navigator financial system - coordinate any external training if neededPersonal Leadership Consistently demonstrate flexibility, resilience and ability to maintain positive relationships and composure, even under difficult circumstances.Maintain high ethical standards and treat people with respect and dignity.Demonstrate an awareness of his/her own strengths and development needs.RepresentationInterface with the donor representatives to convey information about programs as appropriate.Communicate with our partners Dalberg, as well as private sector partners, to verify their systems and that they understand and follow all appropriate procedures and archiving.Participate in sharing best practices with NGOs and governmental agencies.Ensures representation at relevant NGO and NGO coordination board meetings and forums in countries of program operations.Accountability: Mercy Corps team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.Organizational Learning: As part of our commitment to organizational learning and in support of our understanding that learning organizations are more effective, efficient and relevant to the communities they serve - we expect all team members to commit 5% of their time to learning activities that benefit Mercy Corps as well as themselves.
