The objective of the GIZ Programme on Sustainable water Resource Management in Somalia focuses on establishing the foundation for a comprehensive Integrated Water Resource
Management (IWRM) and aims to develop capacities to manage Somalia’s water
resources. It aims to establish a baseline on the current state of IWRM in the Shabelle river basin (river basin analysis) and develops skills of technical staff are trained to use
hydrological techniques for data collection and monitoring. Further, the water resources monitoring network will be improved by the integration of satellite data and strategic
gauge stations.At institutional level, decision makers are trained on relevant issues around international water law and negotiation skills to get into dialogue with stakeholders along the river basin
on sustainable use of the river water. Support to establish and build inter sectoral
coordination through working groups is provided. Decision makers are also
exposed to experiences in other river basins who have built national integrated
water resource management systems.
Excursions with a view to experience in building a national Integrated
Water Resources Management (IWRM) system. This is in a view to improve the
institutional framework for the sustainable development of water resources in the country. With better information on water availability, demand and use, as well as improved technical capacity, the relevant water and agriculture ministry’s engage communities and civil society organizations to identify and resolve specific problems experienced along the river such as
flooding, management of water inflows and low agricultural productivity through
participatory modelling. They receive support to establish water user organizations
and receive training on operational water monitoring for the challenges
identified in their specific locations. The IWRM seeks to recruit a Head Of Administration and Finance to support the programme in the financial management of the programme and will be responsible in the following areas.
The incumbent is responsible for
Providing administrative support to the programme
Meeting the administrative requirements of the office independently with minimum input
and supervision
Supervision of the auxiliary and administrative staff in the programme office
Making sure that financial and administrative requirements are met
Ensure compliance with PuR
Any other tasks assigned by the programme manager
Qualifications
Degree in Business Administration, Financial Management, B Comm (or similar)
Professionalexperience
Minimally 5 years of professional working experience in a similar position, GIZ experience is an advantage
Broad management and administrative experience
Experience in procurement and contracting
Other knowledge, additional competences
Knowledge of GIZ instruments and procedures (procurement, contracting, WINPACS, etc.)
Good understanding of financial planning and accounting
Strong interpersonal communication skills
Excellent knowledge of Computer applications (e.g. MS Office other related IT software application, phone, fax, e-mail, the internet)
Good Work ethics
Ability to work in a multi-cultural environment;
very good English language skills, written and oral; German language skill is an advantage
Willingness to upgrade his/her skill as required by the tasks to be performed –corresponding measures to be agreed with management
Responsibilities
Tasks
Co-ordination
Manages daily office operations
Purchasing of goods and services in accordance with GIZ standard procedures
Facilitates information exchange between the project/program members, work partners
and other institutions
Accompanies the project/program leader and/or other members of the team to meetings
whenever necessary
Prepares and organises internal meetings
Administration
Is responsible for all administrative and logistic arrangements of project activities
(meetings, workshops etc.)
Co-ordinates with GIZ-Country Office for general administrative support (e.g. processes requests and inquiries for general services)
Ensures the working of program computer software and hardware
Monitors availability of supplies / inventory
performs procurement-related activities with input from technical staff
Is responsible for the filing system management as per GIZ Standard
Finances and Accounting
Assists in the preparation of the project/programme budget
Assists in monitoring fund expenditure in accordance with the budget (cost type and
cost category)
Controls and supervises monthly accounting and financial planning
Is responsible for the management of financial administration, such as money withdrawal, recording of cash book, bank book, receipts preparation and registration
Reviews travel claims submitted by staff for final approval
Ensure cash/voucher management according to GIZ rules and regulations
Will handle the cash system in the project
Signs money withdrawal forms
Checks unplanned Cash Book and Bank Book
Checks requests for funds before realisation
Reviews project bookkeeping
Taking notes during meetings.
Support organising of workshops or other programme interventions in cooperation with the programme team
Coordinating of required equipment for meetings
Treats information as confidential
Other tasks as instructed by the supervisor
