Objective
• To ensure that supplies are purchased as well as controlled and managed in a manner that ensures efficient Hospital operations at all times within stipulated Hospital and applicable legal requirements.
Duties and Responsibilities:
1. Purchasing.
• Develop and implement policies and procedures that promote efficiency, transparency and accountability for Purchasing.
• Set up and implement a supply chain system that ensures all Purchasing for Hospital supplies and equipment are in accordance with Hospital policies and procedures (1 above) and are auditable.
• Responsible for developing and realizing the Capital Equipment budget for the Hospital, as well as realizing the operational supplies budgets set by the management.
• Develop, manage and set up systems to monitor the day to day activities of the Purchasing department staff.
• Provide leadership, mentoring and guidance in developing skills and career path of purchasing staff.
• Develop and maintain relationships and partnerships with key suppliers to ensure the Hospital never suffers from supply shortages.
• Develop and maintain relationships with the supplies departments of other Hospitals for exchange of key information, references for supplies and equipment, and ultimately explore possibilities of joint purchasing.
• Be a key player in the senior management team in advising on Hospital pricing structures to ensure the Hospital retains a respectable surplus from all its purchases, both capital and operational.
• Participate in Senior level management activities including development and implementation of Institutional strategic plan
2. Stock management
• Develop and implement policies and procedures that ensure efficient stock levels and equipment are always maintained at the Hospital.
• Develop and implement policies and procedures that ensure safe receipt, storage and distribution of all Hospital purchases, both capital and operational stocks.
• Develop and implement systems that ensure complete, accurate and efficient recording of all materials purchased and distributed in the Hospital.
• Develop and maintain systems that monitor the day to day activities of Stock Management/Warehouse staff.
• Provide leadership, mentoring, guidance to develop the skills and career path for Stock management/Warehouse staff.
Qualifications & Requirements
1. Bachelor’s degree in a related field.
2. Diploma or other post graduate qualification in Supply Chain Management. Proven track record in managing a busy medium/large size Purchasing and Warehousing department. (Hospital experience will be an added advantage).
3. Strong analytical skills.
4. Excellent negotiation, communication and interpersonal skills.
5. Track record of effective leadership of large and disparate teams.
Key Performance Indicators
Purchasing:
1. Reduction in Supplies costs as a percentage of income.
2. Demonstration of efficient capital purchasing. E.g. through maintenance of purchase prices over time.
3. Zero variance in purchasing policy detected during internal/external audits.
4. Job descriptions and Key performance indicators for all purchasing department staff.
5. Documented policies and procedures covering all aspects of the Purchasing cycle.
6. Zero stock-outs and reduced emergency purchasing.
Stock management:
1. Zero stock outs and reduced emergency purchasing.
2. Zero variance in random and planned stock counts.
3. Job descriptions and Key performance Indicators for all Stock management/Warehouse staff.
