Plans, organizes and implements a Human Resources Plan for the High Commission and satellite missions (Embassy of Canada to South Sudan, Office of High Commission of Canada to Rwanda).
Essential qualifications:Candidates will initially be screened against the Essential Qualifications relating to education, experience, and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.
Education:
•Bachelor’s degree from an accredited institution with a major in Human Resources Management, Commerce, Business or Public Administration, Law OR Bachelor’s degree from an accredited institution with a major in any discipline combined with certification in Human Resources Management and experience in leadership administrative roles.
Experience:
•Recent experience managing a large Human Resources portfolio for complex, large organizations such as governments, multilateral organizations or large-scale private enterprise.
•Extensive experience in a minimum of four of the following areas: (a) HR Planning, (b) Recruitment, (c) Compensation and Benefits Management, (d) Personnel Management, (e) Training Management, (f) Labour Relations Management.
•Recent experience supervising employees. Note that experience in supervision means supervising others directly and/or overseeing work by others who do not necessarily report to you.
•Experience managing budgets and payroll.
•Experience in researching issues, analyzing information, writing comprehensive reports, and making recommendations to senior management.
Responsibilities
Under the general direction of the Deputy Management Consular Officer (HR and Logistics): Plans, organizes and implements a Human Resources Plan for the High Commission and satellite missions (Embassy of Canada to South Sudan, Office of High Commission of Canada to Rwanda); Plans, organizes and implements the pro-active recruitment and staffing program for Locally-Engaged Staff in Nairobi and satellite missions; Manages and controls compensation and benefits services; Plans, organizes and implements a personnel management program for Locally-Engages Staff in Nairobi; as Mission Training Coordinator, oversees the planning, organization and implementation of the Mission’s training program; Supervises the Personnel Assistant, LE-05; and performs other duties.
