Develops and implements new human resources practices and procedures to meet the evolving needs of the Organization; Monitors and ensures the implementation of human resources policies, practices and procedures; Keeps abreast of developments in various areas of human resources; Prepares reports and participates and/or leads special human resources project; May plan, organize, manage and supervise the work of the Unit/Section assigned.
Responsibilities
STAFF SELECTION SUPPORT: Projects and monitors vacant posts of UNSOM and UNSOS and ensures adherence to policies and procedures in filling these posts; Recommends guidelines on promotion and placement of staff; Oversees preparation of vacancy announcements, review of applications and provision of short-lists to substantive offices; Supervises Arrangements and conducting of interviews for selection of candidates; Reviews recommendation on the selection of candidate(s) by client offices; Provides oversight for recruitment cases submitted to the Field Central Bodies, Mission Review Panel (MRP) including managing the MRP database and roster for national staff;; Participates in task forces and working groups identifying issues/problems, formulating policies and guidelines, and establishing new procedures; Plans, organizes, develops, coordinates and oversees administration of tests related to recruitment of professional, general service and other categories of staff for UNSOS and UNSOM and provides guidance in formulating and developing examination questions and papers; Oversees and manages recruitment of Interns.STAFF DEVELOPMENT AND CAREER SUPPORT: Identifies and analyzes staff development and career support needs and designs programmes to meet identified needs; Prepares monitoring reports on staff development and career support programmes; Analyzes staff development and career support plans to ensure that they are consistent with the overall organizations goals, policies on staff development and career support, and the respective mandates; Evaluates effectiveness and impact of staff development and career support programmes and recommends ways to enhance effectiveness and impact; Provides advice on mobility and career development to staff at all levels in all categories; Assesses training needs, identifies, designs and delivers training programmes to staff within the Human Resources Section;
OTHER DUTIES: Supervises and monitors the work of the junior human resources officers in undertaking the full range of human resource management activities; Represents the management in classification appeal cases; Prepares classification analysis of jobs in Professional and General Service and related categories; Provides guidance to programme managers on the application of classification policies and procedures and by undertaking office review; Conducts research in preparing policy papers, position papers and briefing notes on a range of human resources issues; Organizes and facilitates recruitment training to Hiring Managers and Focal Points; Assumes the role of Gender Focal Point for the Human Resources Section, and oversees the application of the Mission Gender Implementation Plan; Responds to Audit observations related to Human Resources, specifically in the area of staff selection.
