Africa Resource Centre is seeking a Country for Kenya, to lead the technical assistance and execute ARC’s strategy in that country. This role would offer the successful candidate the opportunity to help shape and grow ARC in Kenya, ensuring we maintain and strengthen our reputation for delivering high-quality technical assistance in the health sector.
Experience
Previous senior executive-level experience (Executive Director, Country Director, Departmental Head) in public or private sector of a minimum 5-year period

A track record in successful business development in relevant areas, and in leadership that demonstrates integrity and transparency

Knowledge of Kenya supply chain landscape in the public, private sector and academia

Education

Master-level qualification in a relevant subject area (business, health, leadership/management)

Responsibilities

Ensuring ARC’s effective operation in Kenya

Ensuring results for the Government of Kenya and its partners, thereby ensuring relevance of the ARC initiative in Kenya

Be a trusted advisor to governments and donors, providing an independent point of view that aligns both government demand with donor investment priorities

Drive ARC’s effectiveness and strategic growth in Kenya:

Drive the development of new supply chain solutions for the MoH in Kenya

Regularly update and refine the ARC solutions development strategy for Kenya, working closely with the ARC leadership and other ARC offices

In coordination and liaison with ARC Leadership, translate the ARC strategy into a Kenya Country office work plan of services to the Government of Kenya and its development partners

Oversee implementation of ARC Kenya workplan through the various stages of the solution development process (intelligence gathering, building and strengthening partnerships, identifying and pursuing new opportunities, and proposal development), including:

Working in partnership with the Solution Centre to lead on relevant proposal development;

Making informed recommendations for go/no-go decisions based on strategic analysis

Represent ARC in Kenya:

Proactively identify opportunities for ARC in the Kenya health sector

Promoting programme collaboration and coordination

Facilitate effective stakeholder engagement on supply chain area (at national government, donors levels)

Build strong partnerships in cooperation internally in ARC and also externally between our client, private sector, academia and donors

Participation and visibility at relevant external events in support of ARC services to the MoH

Coordinate and lead external events that will secure ARC’s profile, such as round table discussions on key health sector supply chain issues, learning events, etc.

Support the development of relevant ARC communications and advocacy resources to build ARC’s services to Government of Kenya

Maintain knowledge and understanding of the public health sector context in Kenya and regionally, demonstrating specific technical expertise in core areas of ARC’s portfolio

Financial management and oversight

Engagement with Donors in coordination with the Solution Centre to build ARC’s long-term pipeline and sustainability

Development of the Institution and support to enhancing ARC’s operating model and business processes

Ensure the delivery of high-quality deliverables and work products, as well as monitor the delivery of long-term outcomes and impact and adjust ARC’s strategy in Kenya accordingly

Ensure ARC’s effectiveness of Operations in Kenya:

Oversee the delivery of all support to the MoH

In collaboration with ARC head office, ensure ARC’s compliance with Kenya laws and regulations and also with ARC’s policies

Responsible for oversight of risk management and mitigation – ensuring maintenance of a risk register for ARC’s operations in Kenya and active management or risk

Responsibility for the pooled office running cost budget. Effective liaison with technical consultants to ensure budget allocations for approved activities are managed appropriately

Oversee ARC’s local logistics, office processes, IT systems and staff travel (Kenya)

Facilitate any audits (internal / donor or statutory) and take ownership for any corrective actions required

Report to the Regional Lead and ARC Managing Director on project progress, risks, issues and opportunities

Identify and leverage synergies and opportunities for cross-learning and / or efficiency in implementation across the ARC portfolio, particularly where technical assistance is in similar thematic areas or geographies

Operationalising of ARC’s strategy at country level:

Oversee the development and implementation of the ARC Kenya workplan, working closely with the ARC Kenya team and other ARC Offices.

Identify areas that might need additional resources and recommend resource allocation

Backstop the ARC Kenya team consultants in their delivery of technical assistance

Drive seamless coordination between ARC technical assistance, with the objective of improving the quality and impact of ARC support to Ministry of Health

ARC Culture and People

Support the development of a positive organisational culture, cultivating and maintaining a diverse and highly motivated ARC team in Kenya

Support country-level HR planning as it relates to Kenya, through line management linkages with Regional Lead, Solution Centre, ARC Managing Director

Initiate the staff recruitment (as appropriate) and induction of new staff and facilitate onboarding to ARC

Promote continuous learning and knowledge sharing across ARC Kenya and general ARC organisation, identifying opportunities for collaboration, sharing of resources, leveraging relationships, and developing staff knowledge and capacity

Entrepreneurial, constructive, strong communicator and collaborator in a highly matrixed organization

Continuous learning at all times to be an effective resource

Patient but engaging as you drive dialogue and implementation of decisions
