Launched in December 2016 with funding from the EU Emergency
Trust Fund for Africa (EUTF), the EU-IOM Joint Initiative for Migrant
Protection and Reintegration is the first comprehensive programme to
save lives, protect and assist migrants along key migration routes in
Africa.

Within the EU-IOM Joint Initiative returning migrants are
reintegrated in their counties of origin in line with IOM’s Integrated
Approach to Reintegration. The reintegration support aims to address
returnees’ economic, social and psychosocial needs and to foster
inclusion of communities of return in reintegration planning and support
whenever possible. A key element of this integrated approach is the
provision of psychosocial assistance in support of reintegration, mainly
provided through counselling interventions, administered by IOM staff
or by external implementing partners. Psychosocial support can also
include individual coaching, focus groups or activities related to
psychosocial well-being, including at community level through dialogue
or other activities promoting social cohesion.

Considering the psychosocial dimension throughout the entire return
and reintegration experience it is important to integrate the
psychosocial dimension throughout all phases of the return and
reintegration process – from the first contact before travelling, at the
port/airport upon arrival, up to the follow-up meetings during the
counselling, this can strengthen the returnees’ ability in designing and
implementing reintegration plans, as well as the ability of families
and communities to contribute to this success.

To further improve the provision of MHPSS services to returning
migrants and inform the MHPSS component of future reintegration
programming in the region, the IOM Regional Office intends to deepen its
understanding of MHPSS needs of returning migrants and how to best meet
them, either directly or by empowering/strengthening existing
reintegration stakeholders.

Under the direct supervision of the Deputy Regional Programme
Coordinator, in coordination with the M&E Officer, the Regional
Information Management Officer, the Senior Regional Migrant Protection
and Assistance Specialist and/or the Head of Mental Health, Psychosocial
Response and Intercultural Com, and in close collaboration with the JI
Programme

Managers in the relevant country offices, the incumbent will
assist the Regional Office in:
Producing a mixed-methods analysis of the psychological and
social consequences of the migration, return and reintegration
processes, which may entail highly stressful or traumatic experiences.
The analysis will be based on existing quantitative data collected
during the course of the programme and on additional qualitative and
quantitative data gathered for this purpose (with the consultant
focusing on qualitative data collection and analysis).
Making a review of the MHPSS component of the EU-IOM Joint Initiative programme to identify gaps and emerging good practice
Updating the mapping of MHPSS services available to returning migrants in the target countries and identify gaps.
Formulating practical and actionable recommendations on how to
strengthen direct provision of MHPSS services by IOM and on how to
strengthen MHPSS stakeholders in target countries.

RESPONSIBILITIES AND ACCOUNTABILITIES
The key tasks the consultant will undertake:
Desk review focusing on the MHPSS-migration nexus;
Lead on the design of processes and contribute to the definition of
methodologies to produce the analytical outputs required with the
highest level of robustness achievable;
Contribute to the definition of qualitative and quantitative data collection tools;
Direct conduction and/or coordination of qualitative data collection
rounds in coordination with programme teams in the target countries;
Lead on the analysis of qualitative data and support to the analysis of quantitative data;
Facilitate workshops or other forms of participatory events with MHPSS stakeholders; and
Lead in the production of analytical outputs such as reports, briefing papers, and factsheets, etc.
EDUCATION AND EXPERIENCE
Master’s degree in Psychology, Clinical Psychology, Social Work,
Social Services Studies or a related field from an accredited academic
institution with seven years of relevant professional experience.
Proven track-record in the conduction of mixed-methods research.
Expertise and experience in qualitative data collection with vulnerable populations.
Excellent report writing skills with proven track-record of
producing reports or academic publications linked to the subject area of
the project.
Excellent writing and communication skills and ability to maintain
effective working relationships with government authorities, national
and international organizations, and other project partners.

LANGUAGES
Required: Fluency in both written and spoken English is required
Advantageous:Fluency in Amharic, Arabic, French or Somali an advantage.
