KEPSA is the apex body of the private sector in Kenya to drive economic development through year on year improvements in the business environment by addressing cross-cutting business issues, driving investments and addressing socio-economic issues with partners. It brings together business associations, corporate bodies, SMEs and start-ups to speak in one voice, working closely with Government and other stakeholders through structured public-private dialogue platforms and other engagement mechanisms.
A. Program Description
Kenya Private Sector Alliance (KEPSA) together with the Ministry of ICT with funding from MasterCard Foundation’s under Young Africa Works (YAW) – Kenya initiative, partnered to enable 1 million Kenyans access dignified work through digital platforms over three years. In 2016, the Government of Kenya through the Ministry of ICT and in partnership with academia, civil society, and private sector set up the Ajira Digital Program to bridge the gap between skills demand and lack of jobs for youth. The program aims to introduce young people to digital and digitally-enabled work and provide the tools, training, and mentorship needed for young people to work and earn an income with dignity. Achieving the country’s objective of a globally competitive knowledge-based middle-income economy in an increasingly digital world. The Ajira Digital Program also seeks to position Kenya as a choice labour destination for multinational companies as well as grow and encourage local companies and the public sector to create digital and digitally-enabled work. Ajra Digital program covers five programs across the supply, demand and linkage aspects of the job’s ecosystem.

B. Objective Of The Role
The Project Monitoring and Evaluation (M&E) Manager will provide strategic direction, technical advice, and leadership in relation to programme quality and continued relevance to the Theory of Change. He/She will work closely with the Project Director, Ajira project staff and partners including Master Card Foundation, eMobilis, and Dalberg to ensure delivery of project objectives is in accordance to the project plan and Theory of change.
C.Qualification and Experience• A Masters’ degree in Economics/Statistics/Public policy or other relevant fields from a reputable university.
• Minimum of 8 years of experience demonstrating analytical skills in results measurement, M&E, project management, economic analysis and/or private sector development work.
• Prior work experience focusing on the M&E function in a Development Field.
• Demonstrated ability to apply project management concepts to result measurement review and monitoring of economic empowerment projects.
• Experience in Private Sector/Government or similar development projects with proven success in developing client relationships and supporting high-quality projects.
• Familiarity with specifying theories of change, results measurement frameworks, indicator sets, and other metrics for monitoring private sector development projects.
• Strong analytical and quantitative skills. Proven capability to handle complex assignments (e.g. project-related or analytical tasks with operational relevance) and produce analytical work to a high professional standard, with minimum supervision,
• Experience with business analytics and M&E methods, including, survey design and implementation, and experimental and non-experimental evaluation designs, project design through proven capabilities to develop project development impact thesis, design projects’ logical frameworks including SMART indicators and realistic and achievable targets.
• Training or certification in monitoring and to persuade and influence others across organizational boundaries/or evaluations is a plus
• Proven ability to monitor data quality and improve it as needed for advisory and investment operations.
• Ability to train relevant Ajira staff on results measurement and M&E, particularly on data quality assurance and reporting of results in line with corporate guidelines and standard impact measurement and monitoring frameworks.
• Proven ability to work in teams and capability to work in multi-cultural environments.
• Excellent written and verbal communication skills in English and ability to communicate effectively with different stakeholders.
Responsibilities
Lead the development of a program learning plan focused on interrogating key TOC hypotheses and assumptions, determining potential unanticipated impacts and determining implications for program design and course correction in collaboration with the senior leadership team and other Ajira partners (Mastercard Foundation, eMobilis, MoICT)
Contribute to the program strategy development and course correction through technical advice to the Senior Management Team
Contribute in the development of study papers, surveys to inform the Ajira project learning agenda
Review the quality of the reports in light of its relevance to the Theory of Change and project objectives
Develop project Key Performance Indicators (KPI) dashboard and provide regular updates on the project performance against target
Review the project indicators of performance and work with the project team to ensure adequate and complete quality data is collected
Ensure that Ajira digital platform contributes to the strategic objective of the programme and generate relevant learning for programme improvement
Work with Ajira programme team to ensure consistent understanding and application of standard impact measurement and monitoring frameworks throughout the project life cycle
Lead in the implementation of program studies and evaluations and the implementation of
evaluation recommendations
Work with Ajira colleagues to analyze data, apply appropriate framework on the basis of data collected to articulate project impact or progress towards outcomes
Provide training and capacity building to Ajira staff on Monitoring& Evaluation framework and Theory of Change to ensure consistent understanding and application of standard M&E frameworks and Methods.
General Management
Ensure efficient and compliant management of M&E plan and budget
Represent KEPSA in internal and external forums where M&E is the focus
Promote Culture of continuous learning within the team
Be accountable to the Project Director by providing progress reports or results against objectives and risk analysis
Be a proactive member displaying a customer service-oriented culture that values proactivity, continuous improvement, innovation, high performance, and cost-effectiveness
Actively work towards the achievement of project goals
Abide by and work in accordance with the KEPSA principles
