Job Summary
The Monitoring Evaluation and Learning Manager will be responsible for maintaining and implementing the CHAK-USAID Jamii Tekelezi Monitoring and evaluation framework as well as supporting data analysis and utilization to make data-informed decisions, improve clinical interventions, and drive strategic initiatives. S/he will collaborate with technical clinical staff and health record officers across supported health facilities to monitor health outcomes, identifying clinical gaps and developing quality improvement plans to achieve desired results
The position will be based in Meru, with occasional travels to other UJTP supported counties as needed.
Duties and responsibilities
Support execution of data collection of Monitoring, Evaluation and Reporting (MER) and non-MER indicators and data processing into Project and donor related information system.
Work closely with MEL director to provide technical oversight, development and implementation of the Performance Monitoring Plan (PMP) to efficiently track, use and disseminate performance indicators and results.
Provide expertise in data management, data analytics, data visualization, and critical thinking skills to interpret data and drive decision-making.
Coordinate data quality assessments (DQA) activities across all supported facilities to improve data integrity, identify data quality gaps and develop action plans to correct the gaps.
Support digital health transformation processes and advise projects on emerging technologies to support implementation.
Support development of efficient M&E mentorship and transition models that support learning and ownership leading to self-reliance and sustainability.
Build capacity of both MOH and program staff in data use for informed decision–making and planning, through supportive supervision and mentoring on strategic guidance, standard operating procedures on data management and quality assurance measures.
Work with project and financial staff to prepare and track progress of project and activity budgets.
Enhance capacity of MOH S/HRIOs to implement strategic information initiatives to effectively manage and sustain national M&E systems for HIV management.
Provide day-to-day oversight of M&E operations.

Academic qualifications and experience
Bachelor's degree in mathematics, Statistics, Computer Science, Information and Communication Technology, Public health, Monitoring & Evaluation, or closely related degree. A master's degree in Statistics, Computer Science, IT, Health Informatics or related field will be an added advantage.
A minimum of 6 years' experience working with PEPFAR funded programs with experience working with PEPFAR data collection and reporting, data quality measures and data analysis.
Demonstrated experience in gathering, organizing, and analyzing large amounts of data as well as the ability to design manageable, transparent M&E systems that report progress against indicators throughout the life of the program.

Desired skills, knowledge, and abilities
Experience in Kenya MOH and PEPFAR monitoring and evaluation systems; including KHIS2, DATIM, KenyaEMR, CPIMS, NDW.
Demonstrable expertise and experience in the use of statistical software packages, preferably Stata, R, tableau and advanced MS Excel.
Good communication, negotiation skills, and working relationships with team and stakeholders.
Knowledge of machine learning algorithms and techniques.
Ability to question assumptions, validate data, and interpret results accurately.
Strong leadership and management skills.
