Main Purpose of the Role
The Policy Officer, as a member of the GNDR secretariat is responsible for supporting and undertaking policy research on specific issues; supporting knowledge management and dissemination of information on policy issues; and providing support to the UNDRR-SEM for the implementation of the three action tracks in its 2020-2021 Action Plan (including providing administrative support and donor reporting).
ESSENTIAL

? Bachelor's Degree in a relevant subject (eg International Development, International Relations, Public Policy);
? Experience of undertaking research on policy issues within the development or humanitarian sector;
? Experience of coordinating consortia;
? Experience in advocacy, including the development of advocacy messaging and materials;
? Experience of project administration and coordinating consortia;
DESIRABLE
? Masters Degree in a relevant subject
? Understanding of and experience of working with Sendai Framework for DRR and other post-2015 frameworks
? Experience of working in civil society organisations
? Experience of working with donors and UN bodies
Responsibilities

1. Research and Analysis
? Undertake, support and commission high quality research and analysis of selected policy issues drawing on learning and experience from members, SEM partners, academic institutions and other resilience actors;
? Based on research findings, support the process of developing policy recommendations and messaging for influencing decision-makers, promotion to members and adoption as GNDR practice;
? Draft policy position papers, reports, case studies, and other learning materials support advocacy work of UNDRR-SEM and GNDR members;
? Work closely with UNDRR Partnership Unit and Communications Unit to use the appropriate communications channels to share policy and related learning with staff, members and external actors;
? Liaise with GNDR Membership Engagement Coordinator to share UNDRR-SEM activities among GNDR members using the appropriate communication channels;
2. Knowledge Management
? Assist the Policy Lead in gathering advocacy information from GNDR members and UNDRR-SEM members to support advocacy and campaigns to disseminate policy messaging and learning;
? Assist with GNDR organisational learning and knowledge sharing activities;
? Assist in convening external stakeholders to discuss project findings, developing policy positions and preparing reports;
3. Coordination of the SEM Action Plan implementation
? Liaise with SEM Advisory Group members to develop and monitor workplans as detailed in the SEM Action Plan;
? Support SEM Advisory Group members in reporting progress against the Action Plan;
? Organise meetings, seminars, workshops and conferences for the UNDRR-SEM as required;
? Provide administrative support for UNDRR-SEM including ensuring documentation for donor relations is maintained;
? As delegated by the Policy Lead represent GNDR and SEM at relevant meetings, working groups and conferences;
4. SEM Project Reporting
? Review and feedback on Action Plan progress reports, both narrative and financial;
? Support the Policy Lead to prepare and disseminate regular activity updates and progress reports for SEM members and partners;
? In collaboration with the Fundraising Coordinator, support the Policy Lead to prepare timely donor reports both narrative and financial for submission to the donor
5. External Relationships and Representation
? Develop and maintain good working relationships with GNDR staff, UNDRR-SEM members, external stakeholders and consultants.
? Support the development and maintenance of strong working relationships with GNDR external stakeholders, including UNDRR, other UN agencies, peer agencies, academic, and media to support the implementation of the projects.
? Promote awareness of the SEM activities and its results amongst GNDR members, civil society and relevant stakeholders;
? As required represent GNDR and the UNDRR-SEM at relevant meetings, working groups and conferences;
