NKPCU/HRM/1 7 /202 4Terms of Service:Permanent and PensionableBasic Salary: Kshs.148,514 (Minimum) – Kshs. 213,391 (maximum)Other remunerations:Based on prevailing Government guidelinesReporting to Deputy Director Supply Chain ManagementDuties and ResponsibilitiesInterpreting and implementing existing Supply Chain Management policies, strategies, regulations, guidelines, manuals and procedures;Implementing e-procurement strategies;Drafting communication of outcomes of procurement evaluations and service delivery;Conducting market surveys and analysis;Drafting procurement and disposal, programmes, plans, strategies and budgets;Sourcing of suppliers;Coordinating stock taking, stock control and stock audit;Preparing agenda and minutes of the different procurement committees;Reviewing of advertising notices, tender and contract documents before approval;Reviewing notices of award and tender acceptance process;Conducting evaluation of tenders to determine the qualifications for awards;Carrying out disposal of unserviceable stores;Undertaking research to support procurement decisions;Reviewing and monitoring procurement budget expenditures;Certifying invoices and payment vouchers to suppliers;Implementing procurement plans and processing requisitions;Verifying payment documents for goods and services delivered to the Company by suppliers;Reviewing preparation of technical specifications; andPreparing procurement reports.RequirementsA minimum period of eight (8) years relevant work experience, at least three (3) years of which must have been in a supervisory role;Bachelors degree in any of the following disciplines: Supply Chain, Business Administration or Commerce (Supply Chain Management option), Procurement or equivalent qualification from a recognized institution;Masters degree in any of the following disciplines: Supplies Chain Management, Commerce (Supplies Management option), Procurement or equivalent qualification from a recognized institution;Membership of Kenya Institute of Supplies Management (KISM) or Chartered Institute of Purchasing and Supplies (CIPS);Certificate in Management lasting not less than four (4) weeks from recognized institution;Proficiency in computer applications;Demonstrated merit and ability as reflected in work performance and results; andFulfilled the provisions of Chapter Six of the Constitution.
