Brief introduction of the
project:As a federally owned enterprise, the
Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the
German Government in achieving its objectives in the field of international
cooperation for sustainable development. The Energy, Transport and Environment Portfolio consists of the following six (6) project:
Energising Development (EnDev)is a global programme financed by Germany, the Netherlands through the Ministry of Foreign Affairs (DGIS), Norway, Sweden, Switzerland and the United Kingdom. It is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. The objective of EnDev Kenya is to accelerate access to clean energy for the rural population, with fuel-saving cook stoves and small solar systems
TheProject Development Programme (PDP),commissioned by the German Federal Ministry for Economic Affairs and Energy (BMWi) as part of the ‘Renewables – Made in Germany’ initiative, provides ongoing assistance for German companies from the renewable energy sector when tapping into new markets or developing pilot projects. It supports the
cooperation between international and local companies, promotes sustainable
market structures and the use of renewable energy.The project “Promotion of Grid Connected Variable Renewable Energies” (vRE)
is implemented by GIZ on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). The project is part of the German Climate Technology Initiative (DKTI) and promotes the dissemination of technologies in emerging and developing countries with the aim of reducing greenhouse gas emissions. Implementing agencies for the DKTI are both GIZ for technical and KFW for financial assistance. The project’s objective is to improve the preconditions for the system-friendly and cost-efficient
integration of variable renewable energies in the Kenyan electricity grid. The
project will further seek to strengthen the vRE-specific competencies at the
Ministry of Energy (MoE), which acts as the political lead executing agency and
implementation partner, at the Energy Regulatory Commission (ERC), as well as
within other public and private implementing partners in four central spheres
of activity: 1) energy policies, 2) energy planning, 3) regulation, and 4)
operations. The partners will be trained on understanding the systems of proven
international concepts surrounding vRE integration, enabling them to
confidently analyze their application, and ultimately apply their knowledge to
the Kenyan context with the aim to adapt sector conditions.NDC Assist ProjectPartnership recognizes the importance of having anorganization with deep local knowledge to serve as the Partnership’s national-level interface and to facilitate coordination of climate change action in-country. In the case of Kenya, GIZ has taken the lead in support of climate change adaptation and mitigation projects and has established a good
working relationship with the Ministry of Environment and Forestry (MEF). The NDC Assist project supports the Climate Change Directorate (CCD) in the coordination of inter-governmental and inter-sectoral mainstreaming, implementation and reporting on progress of the National Climate Change Action Plan.
TraCSsupports Kenya’s State Department for Transport (SDoT) to institutionalize climate change-related functions like designing and monitoring mitigation actions. It further develops capacities of transport sector stakeholders to assess and report on transport-related greenhouse gas emissions and comply with annual reporting requirements.
The project closely coordinates with the Climate Change directorate in the Ministry of Environment and Natural Resources to ensure climate change functions are mainstreamed
within the sector’s activities in line with the overarching framework of the
Climate Change Act (2016).The Covenant of Mayors in Sub-Saharan Africa
(CoM SSA) initiative supports Sub-Saharan African cities in their fight against climate change and in their efforts to ensure access to clean energy. The operational objective of GIZ’s CoMSSA Phase III activities in Kenya is to support SEACAP development, capacity building and supporting climate related investments.GIZ has partnered with UNHCR to implement a projecton Energy Supply
in displacement Settings (ESDS)in Turkana County/Turkana West Subcounty. The implementation approach will be focused on two levels: 1) policy, capacity development and coordination, 2) high tier electricity to supply refugees, host communities and institutions, e.g. UNHCR infrastructure. The implementation approach will be aligned to the underlying principles of the CRRF and the KISEDPA. Required qualifications, competences and experience
Qualifications
BA/MSc in business management with, controlling, purchasing or contract management
or similar area

Professional experience
initial experience with GIZ

Other knowledge, additional competences
outstanding working knowledge of ITC technologies (related software, phone, fax,
email, the internet) and computer applications (e.g. MS Office)
very good knowledge of the European language widely used in the country, ideally a
knowledge of German
willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management

Responsibilities

The Procurement of goods officerperforms the following tasks:
A. Tasks
1. Purchasing, procurement
The Procurement of goods officer
Procures goods in accordance with GIZ regulations and possibly in consultation with Country Office, assists with local procurement of materials and equipment,
invitations to tender and order processing
maintains data relevant for procurement and tenders.

Checks invoices for goods, vouchers, payment instructions and complaints

Ensures delivery of goods to the destination

Ensures processing of claims for damage to goods

documents and files completed order transactions in reference files or in DMS in line
with GIZ’s filing rules
Initiates process of procurement of all imports with Country office

2. Customs declarations
The Procurement of goods officer
assists with checking the projects’ ship consignments with the Country office

assists with monitoring clearing of the Projects’ goods in conjunction with the Country office

assists with organising and coordinating collection of the projects’ imported goods

3. Administrative services
The Procurement of goods officer
provides input to information for project staff and counter parts on the GIZ service
package Procurement

4. General tasks
The Procurement of goods officer
participates in tenders, in concluding service agreements, and in the purchase of
materials and equipment, advises the officer responsible for the contract and cooperation

5. Other duties/additional tasks
The Procurement of goods officer
performs other duties and tasks at the request of management

Job Requirements
Required education
: Bachelor's degree

Required relevant work experience
: 5 years
