Education

An advanced university degree (Master’s degree or equivalent) in health, human or social sciences (public health, epidemiology, psychology, sociology, medicine, social work, education) or related area is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible work experience in drug-related data collection, project or programme development, management, administration or related area is required.Work experience with particular focus in the field of drug demand reduction is desirable.Working experience in a field environment is desirable.

Responsibilities

Within assigned authority, the Programme Officer (Treatment of Drug Use Disorders) will be responsible for the following duties:
• Provide substantive support to the development, implementation and evaluation of assigned programmes/projects on drug demand reduction, particularly on drug dependence treatment and care including promoting treatment and care for people with drug use disorders in contact with the criminal justice system and alternatives to conviction or punishment in Eastern Africa with special focus on Kenya and Tanzania; participate in monitoring and analyzing the project development and implementation; review relevant documents and reports; identify problems and issues to be addressed and initiate corrective actions; liaise with relevant parties; ensure follow-up actions.
• Carry out general and administrative arrangements for GLOK32 in Eastern Africa under the overall supervision of ROEA and the technical guidance of PTRS, including preparation of funding requests and briefs, project progress and implementation delivery rate reports, as well as liaise with regional, national and donor authorities, United Nations agencies and other international and regional organizations.
• Perform consulting assignments for programming on drug demand reduction, particularly on evidence-based drug dependence treatment and care interventions in line with the UNODC-WHO International Standards for the Treatment of Drug Use Disorders (2020) in consultation with ROEA and PTRS as well as in collaboration with the relevant governmental counterparts. Support initiatives to summarize and disseminate scientific evidence in the field of on drug demand reduction, particularly on drug dependence treatment and care and the development of drug information systems.
• Provide and coordinate the provision of technical advice to government counterparts in Eastern Africa on evidence-based drug dependence treatment and care, within the scope of the UNODC-WHO Programme on Drug Dependence and Treatment (GLOK32).
• Support the adaptation, monitoring and evaluation of evidence-based drug demand reduction programming, particularly on drug dependence treatment and care and the development of drug information systems.
• Support drug-related data collection in Eastern Africa, reporting mechanisms.
• Provide substantive support to the coordination of policy development, including the review and analysis of relevant policy documents in the field of demand reduction, issues and trends, preparation of evaluations or other research activities and studies. Organize and prepare written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
• Contribute to and participate in meetings and national/regional events such as scientific consultations etc. related to drug use prevention, drug dependence treatment and care as well as data collection, research and monitoring and evaluation in the area.
• Initiate and coordinate outreach activities; conduct training workshops, seminars, etc.; make presentations on assigned topics/activities; act as a resource person and /or moderator in workshops, seminars, training courses and meetings.
• Organize and/or participate in field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
• Provide regular project and programme related reporting.
