Job Summary:
The USAID-funded and CRS led Nawiri project is a five-year (2019-2024) evidence-based development program working in Isiolo and Marsabit counties in the Arid and Semi-Arid Lands (ASAL) of Kenya. The project aims to research the local drivers of persistent acute malnutrition and to design interventions that are rooted in evidence, contextually informed, and viable for implementation and scale up. Phase 1 of Nawiri entails collaborative learning & design to inform programming (2019 – 2021). Phase 2 focuses on scale up of implementation (2021-2024). The Nawiri programme is jointly implemented with County Governments (Isiolo and Marsabit) and Nawiri partners. The partners led by Catholic Relief Services (CRS) are; Concern Worldwide, Tufts University, Village Enterprise, Global Alliance for Improved Nutrition (GAIN), The Manoff Group, IBTCI and Caritas-Isiolo and Marsabit. Concern is the health and nutrition lead partner in Nawiri (Isiolo & Marsabit). Concern role is anchored under the systems strengthening and institutionalization component of the Nawiri programme.**

The Project Lead will serve as the Nutrition Programme manager to the Nawiri programme. The Project lead is a member of the Nawiri Senior Management Team (SMT) that is convened by the lead partner. S/he will provide leadership and overall management of the Concern’s sub agreement portfolio with CRS. Specifically, overseeing the sub-grant management and implementation, risk management and financial accountability, timely and quality reporting and liaison, external representation with national, county governments, USAID and other key stakeholders, relationship management with other consortium members and government counterparts, and ensuring compliance with Concern and donor’s policies and procedures. S/he will be responsible to provide direction and support to Concern Nawiri staff in the Consortium, and ensure high quality programming to achieve programme results.

Main Duties & Responsibilities:

Programme Management:
Providing overall leadership on planning, designing and the implementation of programme activities in the light of Consortium and donor strategic priorities and programme design/objectives Ensure timely development and execution of Concerns yearly work plans including Detailed implementation plans(DIPs), USAID/Bureau of Humanitarian Assistance (BHA)-Pipeline and resource estimate proposal(PREP) and Scopes of Works (SOWs) Ensure timely and appropriate technical support is availed to Concern Nawiri staff in the field and other members of the consortium as relates to nutrition. Concern roles to other Consortium partners scopes of work is technical advisory as relates to Nutrition specific activities/interventions
Staff Management:
Provide line management to the programme implementation staff in accordance with the organizational policies and procedures.
Finance, Procurement and Donor Compliance:
Ensuring compliance with organizational and donor rules and regulations, particularly with respect to financial and contract management, budget and expenditure monitoring. Ensure development and execution of annual budgets including periodic reviews, quarterly costed work plans and procurements plans Providing managerial and technical support throughout the implementation of the programme, including management of any sub-contracts.
Monitoring & Evaluation (M&E):
Lead the development and execution of Concern Nawiri assessments, surveys and evaluation Externally work closely with Nawiri M&E partner (IBTCI) to ensure Concern H&N portfolio follows the Nawiri Programme monitoring. Internally work with Concern M&E unit to ensure Concern Sub agreement adheres to the M&E framework. Providing operational leadership for Concern’s component of the Nawiri programme and leading on annual work planning programme implementation, and M&E Ensuring adherence to agreed reporting, programme quality standards, M&E guidelines, frameworks for the programme and providing technical support to embed M&E and accountability in implementation.
Knowledge Management, Advocacy, and Communications:
Maintaining regular and transparent communication and high quality reporting on the programme. Lead advocacy engagement with the National and County governments on the deliverables and agenda relating to Concern’s SOW in the NAWIRI Consortium including guiding H&N policy direction for H&N at the County. Ensuring timely development and operationalization of advocacy, communication and visibility strategies of the programme. In line with Concern scope of work (SOWs) and Nawiri Knowledgement Management ensure the development and dissemination of technical products in learning events fora that includes;- County, national/regional and international forums- case studies, technical briefs, abstracts and publications
Management of Risk:
Oversee and monitor the programme risks (including financial, logistical and other support systems, security and safeguarding) as relates to Concern’s components under the Nawiri programme and flag issues in a timely manner to the Concern Country Director, Programmes Director and/or the Nawiri Chief of Party. Ensure compliance with organizational and donor rules and regulations particularly with respect to financial and contract management. Ensure adherence/compliance with Concern Worldwide’ s Code of Conduct, Programme Participant Protection Policy, Safeguarding policy and associated policies. Promote and ensure accountability to programme participants and Core Humanitarian Standard (CHS) principles across the consortium and throughout programme implementation.
Coordination and representation:
Represent Concern in the Nawiri Consortium Weekly/monthly, donor (USAID/BHA) meetings and other adhoc meeting. Developing and maintaining strong working relationships with other consortium members. Maintaining regular communication with the members, including negotiating scope of works, addressing requisite revisions in programme work, and addressing issues that may arise. Representing Concern in the consortium and serve as the key liaison to relevant government authorities (especially with National and County Governments)
Responding to Emergencies
Participate and contribute as necessary towards Concern’s Emergency response as and when necessary Comply with Concern’s health, safety and security guidelines during emergencies

To adhere to the standards of conduct outlined in the Concern Code of Conduct & Associated Policies To support and promote the standards outlined in the Concern Code of Conduct & Associated Policies to their team, partner organizations and beneficiaries, and be committed to providing a safe working environment. Accountability:
Promote and ensure compliance with the Core Humanitarian Standard (CHS) commitments and quality criteria Ensure that all staff are familiar with the principles underpinning accountability, safeguarding and Concern’s Complaints and Response Mechanism (CRM) and ensure that information about Concern’s commitments on accountability and safeguarding are disseminated among programme participants and communities Ensure that the CRM is functional, effectively implemented and accessible in all programmes’ locations, enabling safe reporting of both programmatic and sensitive complaints, including safeguarding concerns, ensure that complaints are welcomed, managed and responded to in a timely, fair and appropriate manner; ensure that sensitive complaints, including safeguarding concerns, are handled with utmost confidentiality and that the safety of the complainants and those affected is prioritized at all stages.
Job Specification:
Master’s degree in Nutrition, health systems strengthening, Public Health, Nursing, Social Sciences or any other relevant field Proven experience (at least 10 years) of working at senior programme management and leadership role with INGOs. Over 5 years’ experience managing and coordinating diverse workforce-technical, national/HQ advisors etc. Proven experience in health systems strengthening highly desirable. Thorough understanding of devolved health function and working with County governments. Proven experience on managing a large USAID grant Excellent written and spoken English languages skills.
