The GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit) is a German Federal
enterprise that provides services worldwide in the field of international cooperation for sustainable development. GIZ has over 50 years of experience in a wide variety of areas, including economic development and employment, energy and the environment, and peace and conflict management. The German Federal Ministry for Economic Cooperation and Development (BMZ) is our main commissioning party. With funding from BMZ, GIZ in close collaboration with the Government of Kenya is supporting the implementation of the project ‘Support to Refugees and Host Communities in Kenya’ (in the following “SRHC”) which is part
of the BMZ Special Initiative on Forced Displacement. The project has a duration of eight years (2015 to 2022). According to the United Nations High Commissioner for Refugees (UNHCR), around 504,854
refugees and asylum seekers are currently living in Kenya, hosted mainly in two camps – Kakuma in northern Kenya and Dadaab in north-eastern Kenya. Kakuma is home to the country’s second largest refugee camp with a population of around 194,914 refugees, mainly from South Sudan and Somalia. It has been in existence since 1992 and many of the children and young people in the camp grew up here. Due to the continuous influx of refugees over the years, there was need to expand Kakuma refugee camp to decongest it. In 2015, UNHCR and the Government of Kenya agreed to pilot a new approach by developing the Kalobeyei Settlement to promote, in an integrated manner, self-reliance of the refugees and host
population by enhancing livelihood opportunities and promoting inclusive service delivery. The project aims at providing support to refugees and their host communities in the Kakuma
refugee camp, the Kalobeyei settlement and in Turkana West. This includes providing Refugees and members of the Host community with relevant technical and life skills to be self-reliant and support their (re-) integration into the labour market in Kenya (or their country of origin should the refugees opt for a voluntary return). Our development activities adhere to a strict do no harm-approach, building local capacities and involving national and county governments for sustainability and ownership. One of the SRHC areas work is Conflict management, which aims at strengthening capacities for peaceful conflict resolution and dealing with SGBV through implementation of activities which include building the capacities of local stakeholders i.e. the Refugee Affairs Secretariat, the Deputy County Commissioner, the Sub-County Administrator and community leaders on peaceful conflict resolution mechanisms, Formation of joint peace dialogue forums, mainstreaming gender, awareness creation measures on sexual and gender based violence through end-early-marriage campaigns and mediation trainings for the youth.

Responsibilities

To support this area of work we are looking for a Project Officerfor the areas of Conflict management, Gender and SGBV.
B. Responsibilities
-The main responsibility of the Project Officer Conflict management, Gender and SGBV is to strategize, plan and steer the overall implementation of the activities in the area of Conflict management, Gender and SGBV. He/she will closely coordinate with the SRHC team and SRHC stakeholders in the areas of conflict management, Gender and SGBV, especially with UNHCR, the offices of the Deputy County Commissioner, the Sub-County Administrator and Refugee Affairs Secretariat to fulfill the component’s indicators. The Project Officer will be responsible for engagement of the above stated local stakeholders on increasing their professional capacities and knowledge on conflict management, mediation skills and improve their capacities to address and deal with SGBV. He/ she will also assist in refining the project’s Do-No-Harm System and mainstream gender into the project’s activities as well as strengthening the implementation of the UN Resolution 1325 in the context.
The Project Officer will perform the following tasks;
C. Tasks
1. Coordination and capacity development
· Organises and supervises capacity development measures for officials from Refugee Affairs
Secretariat, Sub-County Administrator’s office, Deputy County Commissioner’s office, local organizations and community leaders on conflict management, gender and SGBV and progress UN Sec. Res. 1325s. · Works closely with the County and Sub-County authorities to harmonize the local peace and conflict resolution structures.
· Provides advisory support on monitoring and reporting of activities and milestones achieved regarding conflict resolution efforts, Gender and SGBV, and UN Sec. Res. 1325.
· Advocates and strengthens the participation of women in all activities, i.e. streamlines the implementation of the gender analysis and strategy for all areas of work of the project.
· Develops and steers efficient cooperation between GIZ and programme partners, including active participation in the relevant KISEDP thematic working group meetings, especially the protection working group.
· Develops and implements concepts on how to strengthen the implementation of the UN Resolution 1325 in the context and in the project.
· Advises colleagues on how to mainstream gender and conflict management in their respective activities.
2. Day to day activity implementation.
·Steering technical implementation of the component’s interventions in line with SRHC indicators and adequately addresses sustainability of interventions is addressed
· Overseeing the development, implementation and monitoring of the components workplan.
· Facilitating the stakeholder meetings on the upcoming technical issues
· Further developing of the Do-No-Harm system and Gender mainstreaming for the project, as well as mechanisms for feedback on activities form participants and stakeholders
·Steering the implementation of the programmes gender strategy and developing it further
· Supporting the monitoring and evaluation of project activities, including the conduct and supervision of monitoring surveys and the updating of monitoring databases.
· Documenting the achievements in the various intervention’s activities.
·Compiling and preparing quality monthly and periodic project progress reports, as well as the final report, and feed in other information as required.
·Act as gender focal point for the programme and tracks progress of relevant GIZ strategies on global, regional and country level.
3. Communication and networking
·Ensures efficient flow of relevant information from GIZ to partners.
·Supports the partner organizations on establishing networks and linkages with other relevant peace communities (civil society, private sector and others) working in the conflict management area for improved coherence.
·Establishes and maintains contact with the local community-based organizations, organized men and women groups and refugee community leaders.
Actively collects and documents good practices and lessons learned.Other duties and additional tasks
· Guiding visiting missions and providing technical and logistical support to consultants
· Monitoring budget allocations and expenditure for the component
· Performing other duties and tasks at the request of the management
D. Qualification, Skills and Experience:
·Undergraduate degree in Political or Social Science, International Development, International Relations, Anthropology, Social Work, Gender Studies, Peace and Conflict Management, International Law, Human Rights, or other related disciplines.
·At least six years relevant professional experience of which 3 years in the field. At least 3 years of progressively responsible experience in the field on conflict management, Gender/ SGBV prevention and response, broader protection or social work involving empowerment of women and girls, gender and humanitarian and development issues.
·Experience working in protection of refugee or displacement settings, preferably in Kakuma.
·Strong experience in interacting with and building partnerships and synergies with UN agencies, NGOs and civil society organizations.
Skills
·Good computer skills and including database management skills
·Proficiency in the use of ICT technologies and computer applications (e.g. MS Office).
·Excellent project management, communication, inter-personal, negotiation and organizational skills.
