Reporting to the Project Manager - KEMDAP, The Gender Officer will ensure the KEMDAP Project achieves the Gender Equality results and is of high quality, mainstreams feminist approaches by documenting and utilizing learning and knowledge from within and outside of Heifer Kenya to develop/design and improve programs to achieve high impact. S/he will provide Coordination, Technical support and guidance on gender transformative and feminist approaches to gender equality results and ensure initiatives are informed by a project gender analysis, that seeks to empower and increase voices of women, youth and Men in the dairy sector. The Incumbent will work with the KEMDAP and thematic team in the fulfillment of the gender equality results, ensuring that the intervention methodology for the project is gender-sensitive, responds to the goals and objectives of the project goal and aligns with the Heifer’s Gender guidelines.
Responsibilities
Supporting the development and implementation of KEMDAP project Gender Inclusivity outcome results (40%)
Develop a gender action plan to outline actions to mainstream gender in the KEMDAP Project with reference to gender analysis; review and update the action plan on an annual basis
Coordinate all Gender result activities for the project to ensure the project achieves its gender outcomes.
Ensure mainstreaming of gender MEL approaches in the MEL system design and implementation with support from the PME Manager
Facilitate participatory processes with NKCC, TETRA LAVAL, ASDSP and County governments for the development and implementation of the gender interventions.
Support gender-related tools development, testing, and management that will ensure timely and user-oriented gender-related data collection and reporting.
Carry out staff training and capacity building, as required, in gender and women’s empowerment.
Business Development (25%)
Identify and provide support to the women and youth groups in exploring new business opportunities and innovations.
Facilitate the development of business planning guidelines and conduct of strategic business planning sessions for selected Women and youth enterprises.
Develop business models, clearly showing the value proposition for Women and youth and how it will leverage the opportunities in the production and market environment to deliver value.
Provide advice and assistance in the establishment and maintenance of business and financial records keeping systems.
Undertake regular monitoring and business performance analysis.
Prepare periodic reports and document best practices and lessons learned.
Capacity building of staff and partners and technical Support on Gender
Equality Results outcomes (25%)
Design and implement a gender outcome capacity strengthening strategy based on a participatory capacity assessment and capacity strengthening and building plans.
Guide and support the partners and technical staff, in the implementation of the Gender strategy in line with the KEMDAP proposal/Design.
Support in conducting Mid-term/End Term evaluations on gender, including design, support in data collection, management and analysis working closely with the PME Manager.
Contribute to the development of the KEMDAP project annual operating plan, ensuring alignment of the gender equality results with Project approach and achievement of annual target indicators.
Reporting, Documentation, Knowledge management and Learning support (10%)
Develop and maintain a gender knowledge base and good practice in relevant technical areas for dissemination to staff for professional development
Represent KEMDAP Project in various gender meetings, networks, and opportunities to support the project.
Coordinate and guide project staff in their gender equality results in reporting and documentation responsibilities. Ensure that the reporting meets the evidence and communications needs of Heifer and Project requirements.
Review project gender equality outcome results achievements against indicator targets with a view to strengthening reporting, planning, implementation as well as decision making.
Keep up to date project gender related data and reports for reference by the program team as well as other stakeholders.
Take lead in documentation of lessons learnt and best practices as well as dissemination on the same.
Provide technical support in filling in the Gender marker accurately during reporting
Perform other job-related duties as requested.
