The GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit) is a German Federal enterprise that provides services worldwide in the field of international cooperation for sustainable development. GIZ has over 50 years of experience in a wide variety of areas, including economic development and employment, energy and the environment, and peace and conflict management. The German Federal Ministry for Economic Cooperation and Development (BMZ) is our main commissioning party. With funding from BMZ, GIZ in close collaboration with the Government of Kenya is supporting the implementation of the project Life Skills and Training for Refugees and Host Communities in Kenya (in the following “the project”). The project has a duration of three years (2019 to 2021).
The project aims at strengthening the ability of young refugees and local youth to seize future opportunities by information and communication technology (ICT)-based approaches. To do so, the project delivers non-formal education programs (life skills), provides basic and advanced ICT trainings and informs the target group about future opportunities in Kenya as well as the country of origin. The project thereby focuses on the development of life skills and ICT competences as a basis for future opportunities for refugees and host communities. The activities are primarily implemented through partner organisations. The target groups of the project are older children and youth (15-34 years) in and around Kakuma, Turkana West Sub-County. Vulnerable groups like youth without access to education, young mothers and young people with disabilities are specifically addressed in the project’s activities. To prevent discrimination and conflicts, the project adopts the do no harm approach and includes youth from the refugee and host communities equally.

About the Role.

The Project Officer (PO) will be responsible for the steering and coordination of all project activities including those implemented by partners. The PO liaises closely with relevant stakeholders in the field and ensures that GIZ quality standards are met.
Responsibilities

Preparation and timely submission of annual and monthly work plans and budgets for approval,

Supervision and implementation of the project in line with agreed work plans and budgets,

Close coordination with other GIZ projects and particularly the cluster Displacement and Migration

Advise on latest approaches regarding ICT applications in formal and non-formal education, as well as for all other project component,

Ensure that all activities are carried out in a gender sensitive manner,

Ensure close adherence to the Do No Harm principle,

Coordinate, supervise and steer the implementation by contractual partners,

Ensure alignment of all activities to the Turkana County Integrated Development Plan (CIDP) and the Kalobeyei Integrated Socio-Economic Development Plan (KISEDP),

Coordination with relevant stakeholders in the field, especially the Refugee Affairs Secretariat (RAS), the Turkana County Government and UNHCR,

Report any observations made during field visits on major developments including the political and institutional context that could have an influence on the implementation,

Plan and supervise any assignments of short-term experts,

Advise the supervisor on requirements for strategic re-alignment in view of new developments affecting project activities.

Support in overall project management (e.g. operational planning, knowledge management, reporting, preparation of progress reports) and quality assurance,

Support in setting up of a monitoring system where relevant, incl. documentation of project files and records, best practices and lessons learnt,

Any other task as directed by the supervisor.
General duties

Participate in office work with colleagues as a good team player,

Be an active role model towards refugee and host communities as well as all partners, by adhering to a healthy personal behaviour and life style,

Maintain a non-judgmental and supportive attitude towards colleagues, beneficiaries and partners regardless of their background,

Represent GIZ towards the beneficiaries, partners and other entities including NGOs, government authorities and the UNHCR upon request by the supervisor and write detailed back-to-office reports,

Adhere to and respect GIZ guidelines on integrity as contained in the Code of Conduct and all other related documents.
Qualifications/ requirements

University degree (Masters preferred) in social sciences, project management or related field

At least five years of relevant work experience with proven track record in coordination, project management and project monitoring in refugee settings, preferably in Kenya or Sub-Saharan Africa (work experience in Kakuma and Turkana West is a strong asset)

Extensive experience in implementation of innovative and digital approaches in formal and non-formal education

Familiarity with the Comprehensive Refugee Response Framework (CRRF) and the Global Compact on Refugees (GCR)

Profound experience in working with vulnerable groups and sound knowledge of the Do No Harm Approach

Good command of English and Kiswahili, knowledge of Turkana is a strong asset

Willingness to upskill as required by the tasks to be performed
