Position Description
EnCompass LLC seeks an In-Country (KEN based) Qualitative Research Specialist
who will provide support to an evaluation of the Community Mobilization
portfolio administered by the U.S. Department of State’s Bureau of
Democracy, Human Rights and Labor (DRL) Office of Global Programs (GP).
Particularly, the support will be for a case study within the
overarching evaluation focused on projects employing community
mobilization approaches towards Freedom of Assembly and Association
(FOAA) goals. The Qualitative Research Specialist will conduct virtual
and in-person data collection in Kenya, with virtual data collection in
Uganda and Tanzania, manage field logistics for data collection, support
the finalization of data collection instruments, and participate in
data analysis and interpretation as required.This is a 3-month consultancy position with an approximate commitment of 20 days.

EnCompass LLC is collaborating with The U.S. Department of State’s
Bureau of Democracy, Human Rights and Labor on an evaluation to
understand the effectiveness of community organizing and mobilization in
varying contexts through a series of three targeted case studies. The
objectives of this evaluation include: (a) understanding the factors
that contribute to effective community organizing and/or mobilization in
democracy and rights-based programming in the following spaces: i)
freedom of assembly and association (FOAA); ii) labor rights; iii)
offshore programs in closed and closing operating environments; (b)
determining the results and objectives realized by activists and
mobilized groups and; (c) exploring whether programmatic approaches led
to sustainable effects. The FOAA case study focuses on a sample of
projects from the COMB portfolio, including project(s) implemented in
Kenya, Tanzania and Uganda. This position involves virtual work in Kenya
with a possibility of some local travel.
This position is a local position. Only candidates residing in Kenya and with existing work authorization will be considered.

Position Duties and Responsibilities
Essential functions:
Technical:
Coordinate and prepare for qualitative data collection under the guidance of Case Study Lead and Evaluation Specialist

Become familiarized with assigned projects, including background documents, data collection tools, and data collection guide

Support identification of respondents

Arrange all (virtual) logistics for data collection for assigned respondent categories

Schedule and confirm interviews (complete pre-calls)

Provide input to data collection instruments, field guide, and
other data collection related materials and processes to fit local
context

Conduct qualitative data collection that may include interviews, focus group discussions, and other methods

Administer informed consent processes and follow ethical and trauma-informed data collection protocols, as outlined by Encompass

Complete the reflection questions for each interview carried out

Translate/transcribe only interviews that were done in local language

Type notes when consent for audio recording is not given

Follow all the processes in the data collection guide

Collect and manage data files according to EnCompass policy

Carefully record interviews/notes, and submit all items to the Evaluation Specialist

Participate in the analysis and interpretation of qualitative data as needed

Participate in all EnCompass trainings related to data collection and follow all EnCompass policies and approaches to evaluation

Qualifications
Academic Qualifications
Master’s degree or higher relevant to public policy, international development, social science, or another related field

Experience and Skills
At least five years of experience in conducting field research
including conducting interviews and applying other qualitative data
collection methods
Experience / demonstrated expertise in the areas of community
mobilization or FOAA in relevant country/region, including familiarity
with the legal framework, human rights, socio-political issues, and
government processes/mechanisms related to community mobilization in
Kenya, Tanzania and Uganda.
Highest ethical standards conducting evaluations involving vulnerable populations
Proficiency with MS Office Suite programs and common virtual calling platforms (such as Zoom and Signal)
Fluency in English and Swahili required.

The consultant must be based in Nairobi or the surrounding region.
