Details of the offer

The successful candidate will, in coordination with the IOM RD and the Director of OSS Geneva, provide supervisory and technical assistance to CO security professionals and nominated CO security focal points. Although the s/he will provide supervisory and technical assistance to CO security professionals and focal points they will still be accountable and responsible, for security and safety matters related directly or indirectly to IOM personnel and property in the IOM regional and COs location that fall under the influence of the RD or Chief of Mission (COM).
Specifically, s/he will assist in establishing and maintaining an appropriate level of security awareness throughout the COs and all the associated programmes within their assigned region or duty station.
S/he will also be expected to prepare CO-specific training activities, to ensure that security training is carried out professionally and within IOM and UNDSS training standards.
The successful candidate will be expected to undertake extensive deployments when necessary to assist IOM COs and offices that are located within the Region.

Required Qualifications and Experience:
Education

• Master’s degree in Security Management/Social Sciences, Law, Disaster Management, International Studies, Communications or a related field from an accredited academic institution with seven years of relevant professional experience; or

• University degree in the above fields with nine years of relevant professional experience.

Experience

• Relevant professional experience working in security management, military experience, law enforcement, Disaster Risk Management preferably at an international level;

• Previous experience in UN Missions, International Peacekeeping or Emergency Missions;

• Experience in planning and execution of security agencies or organizations highly desirable;

• Previous experience in dealing with law enforcement agencies an advantage;

• Proven ability to collaborate with senior military and government counterparts;

• Experience working in hardship duty stations and having previous training in hostage incident management scenarios would be an advantage;

• Previous HIM Training and SSAFE TOT would be an advantage

Responsibilities

1. Establish and maintain effective working exchanges and relationships with security officials of other international organizations, regional government counterparts and partner security services, all the regions / country United Nations Department of Safety and Security (UNDSS) offices and all appropriate security focal points, in order to ensure up to date security-related information that is beneficial to the regional overview and country specific COs and
2. Develop and maintain a close working relationship with all UNDSS CO chief / security advisors while acquiring an in-depth and comprehensive working knowledge of the United Nations Security Management System (UNSMS) that relates to various regional / country security protocols as well as attend all Security Management Team (SMT) meetings as an observer when in country.
3. Maintain an overview and ensure adherence by all IOM staff members to the UNDSS Travel Request Information Process (TRIP), the Movement of Personnel (MOP) procedures and the UN security clearance policy. Also ensure all IOM staff members have a working knowledge of the UN Security Risk Management Measures (SRMM), Residential Security Measures (RSM), CO Security Risk Management documents (SRMs) and the UNDSS Policy Manual - that includes an understanding of various UNDSS evacuation /emergency and security plans.
4. Provide advice, technical support and assistance to the IOM RD and, to the COMs and Heads of Office (HoOs) in his/her area of responsibility in order to maintain their accountability and responsibilities as set-out in the UN “Framework of Accountability” document. S/he will provide relevant technical and strategic analysis on potential threats/risks to staff/programmes and ensure that appropriate safety/security information is disseminated to the relevant IOM local security professionals and all CO/programme managers and their staff.
5. Acquire comprehensive operational understanding of IOM programmes in the region and country office and provide advice, including Security Risk assessments in areas where IOM works or is planning to work with its teams.
6. Supervise designated regional and local security assistants and oversee the performance ofmthe local security professionals/assistants based in the regional and COs to ensure that the appropriate level of staff safety and security is being delivered and supported.
7. In consultation and coordination with IOM RD and/or COMs appoint security professionals and country specific security focal points.
8. Inform and advise the RD, COMs, HoOs, Heads of Sub-offices, Programme Managers and Project Managers on all safety/security management issues and mitigation measures for the safe implementation and delivery of programs, and the protection of IOM staff and assets.
9. In collaboration with the OSS Operations Centre, the regional local security assistance, the missions local security assistance and the regional and local UNDSS offices, conduct security assessments and evaluations, monitor all security threats/trends that will enable a comprehensive threat/risk analyses to be undertaken and a written report provided.
10. In conjunction with IOM country specific security professionals, offer the appropriate assistance, recommendations, and input, into the design and implementation of IOM specific mission evacuation procedures, emergency security policy, IOM security-related strategies, mission-specific security Standard Operation Procedures (SOPs) and Business Continuity Plans. Establish a concrete course of action for their implementation.
11. If required, and in the absence of a UNDSS presence in countries where IOM has operations, support the IOM/UN Mission in that country by assisting with the design of; emergency/evacuation plans; security-related strategies; emergency response plans, and establish a concrete course of action for their implementation. Although these plans may be considered IOM-specific, every effort should be made to follow UNDSS emergency/standard operating procedures.
12. In coordination with the RD, COMs, HoOs, IOM country specific security professionals and Security Focal Points (SFP), s/he will prepare mission-specific training activities, seminars, briefings, coordinate staff participation, and manage administrative, logistic and budgetary issues (if necessary) to ensure that security training is carried out professionally and within IOM and UNDSS training standards.
13. In conjunction with the respective IOM country specific security professionals and country security focal points, closely monitor and report on staff deployment numbers (staff ceilings) established for the mission/s by the UN Designated Official (DO) during emergencies, in coordination with the SMT and UNDSS, ensuring that security clearance procedures are applied fairly, vis-à-vis all of the agencies working under the UNDSS Security Management System.
14. Conduct regular reviews of existing IOM / UN security documents for IOM premises, compounds and field offices within the region and at country office level, with the aim of ensuring that they are functional and are updated.
15. Support Missions during the project development process utilizing the UNSMS Security Risk Management methodology by providing security analysis, operating procedures and other related support.
16. In coordination with the RD, COM and HoOs and if deemed necessary or required, in coordination with relevant security partners, test the functionally and implementation of IOM-specific emergency communications systems (SCAAN) and evacuation plans, to ensure they are functional, effective and address the mission/programme requirements
17. Report security matters that have a direct impact on regional and country operations of IOM, immediately to the RD or COM, the Director of OSS Geneva and to the OSS Operations Centre Manila.
18. In coordination with the RD and /or COMs and the Director OSS based in Headquarters (HQs) Geneva, conduct preliminary enquiries in respect to any security breaches/incidents in the region, working closely with local authorities in efforts to ensure IOM staff, its assets and interests are protected and appropriate and corrective measure taken.
19. Perform such other duties as may be assigned.
