ESSENTIAL DUTIES AND RESPONSIBILITIES:
Strengthen Regional Teams' and Partners' Capacity for Delivering Strong, Evidence-based Programming
Enhance the technical skills and competencies of regional teams and partners through tailored training and coaching in program design, monitoring, evaluation, accountability, and learning (MEAL). Foster adaptive management practices to ensure programs are responsive to changing contexts and deliver sustainable impact.
Provide in-person guidance through regular field visits to selected offices and partners, supporting the development of comprehensive MEAL plans. Help teams identify meaningful performance indicators, ensuring alignment with both local contexts and broader organizational goals. Guide the analysis and synthesis of program data to promote evidence-based decision-making and address region-specific MEAL needs.
Offer expert advice to field staff and partners on designing and implementing baseline assessments, and ensure that monitoring and evaluation activities are rigorous, reliable, and aligned with best practices. Focus on building skills for accurate data collection, analysis, and interpretation to support adaptive programming.
Provide strategic advice on the use of proven qualitative and quantitative assessment tools. Support the use of Participatory Rural Appraisal (PRA), Participatory Learning and Action (PLA), and other participatory methods for gathering deep, community-driven insights. Additionally, assist in the design of survey instruments and the selection of robust sampling methodologies to ensure representative data and actionable insights.
Ensure Rigor, Excellence, and Value for Money in World Renew Programs
Ensure that all MEAL processes adhere to the highest standards of data quality, from collection to analysis, to provide accurate, reliable evidence for decision-making.
Promote the use of robust evidence in program design, implementation, and evaluation, ensuring that decisions are informed by data and aligned with global best practices.
Work with regional teams to integrate standardized MEAL frameworks, indicators, and methodologies across programs to ensure consistency, comparability, and accountability.
ensuring that evaluations are appropriately scheduled, provide support to the evaluation leads with relevant tools and guidance (such as ToR samples and process documentation), and follow up on the status of implementation of recommendations.
Promote efficient and cost-effective resource utilization by integrating value for money principles into all phases of program design and implementation, ensuring that outcomes are achieved within budget while maximizing impact.
Support Grant Proposals and Reporting Excellence
Work with Grants and regional teams to develop and review performance measurement frameworks, logic models, indicator tracking tables, and theories of changProvide input on selecting indicators for ongoing and future programs.
Oversee the monitoring, evaluation, and reporting of grant-funded programs, ensuring alignment with donor requirements.
Lead data analysis, baseline assessments, and program evaluations, delivering high-quality reports for donors like Global Affairs Canada and others.
Review grant announcements and RFPs to ensure MEAL requirements are met and compliance standards are maintained.
Provide technical input for grant proposals, ensuring that MEAL components are robust, achievable, and aligned with both program goals and donor expectations.
Facilitate the use of program data to strengthen grant proposals by highlighting program impact, lessons learned, and evidence-based practices to increase competitiveness in securing future funding.
Promote Organizational Learning and Continuous Improvement
Lead the creation and management of a Regional Community of Practice (CoP), promoting cross-country knowledge sharing, the adoption of standardized tools, and the consolidation of data for global reporting and strategic decision-making.
Stay updated on the latest developments and innovations in MEAL. Actively share proven practices across World Renew, ensuring that regional teams continuously improve their approaches based on the most current and effective methods.
Encourage a structured approach to knowledge management by ensuring lessons learned are systematically curated, documented, and shared across regions and countries. Promote the practical application of this knowledge to refine program delivery and enhance impact.
Organize and lead regular learning sessions, webinars, or workshops that enable staff to share experiences, challenges, and innovative solutions, fostering continuous improvement across programs.
Create practical guides, toolkits, and case studies based on lessons learned and best practices to support staff and partners in applying MEAL principles effectively in their programs.
Perform other duties as assigned

SUPERVISORY RESPONSIBILITIES
This position will develop and maintain contractual agreements with external consultants as needed and supervise the M&E officer in the country where they will be located.

Knowledge of a variety of assessment methodologies, including quantitative survey methods, mixed method approaches, data triangulation, sampling methods, statistical analysis, and participatory tools that are part of PRA/PLA
Knowledge of gender analysis methods and gender-transformative M&E methods
Demonstrated ability to use data to drive evidence-based decision making and learning.
Ability to produce technical M&E components of proposals and reports that are clear and concise.
Commitment to building capacity of colleagues through training events, development of resources and providing a mentoring approach.
Proactive and able to work independently with minimal supervision.
Evidence of continued learning by demonstrating a clear understanding of current trends and best practices in the field of monitoring, evaluation, accountability and learning (MEAL).
Familiarity with statistical analysis software
Proficient in Microsoft 365, including Word, Excel, and PowerPoint and other database applications; competency in CommCare and Power Bi a definite asset.

EDUCATION and EXPERIENCE:
Bachelor's degree in a related field is require
Master's degree an asset.
At least three years of work experience in planning, monitoring and evaluation of development programs in an international development setting is required, experience with EU, USAID, GAC or similar donor required.
Written and oral fluency in English is requireWritten and oral competency in Swahili is a definite asset.
Experience working across national and cultural boundaries is required.
