Bachelor’s degree required, Master’s degree preferred.

At least 10 years of experience in a relevant area (i.e. food science, business, economics, agriculture, development) an asset.

Proven track record in application of adult learning methodologies, training of trainers, effective delivery of technical assistance and other capacity development activities.

Experience building capacity of diverse private sector actors around food production and market systems.

Strong Analytical skills

Basic knowledge around relevant topics an asset, such as: food production and processing, Good Manufacturing Practice (GMP) and Hazard Analysis and Critical Control Points (HACCP), worker safety, finance for growing businesses, and food systems value chain development.

Strong project management skills

Significant experience of managing key relationships with stakeholders

Ability to work independently and diplomatically in a multi-cultural environment

Excellent written and verbal communication skills

Responsibilities

Key Roles & Responsibilities:
(1) Training and Capacity building liaison
The largest component is leading the Sector Wide Training (SWT) activity, which will target processors and industry stakeholders (e.g. government agencies) in core project countries and selected non-core countries. The SWTs will cover demand-driven topics like quality control, fortification, aflatoxin management and control, business resource management, gender, marketing, and access to finance, and be developed and delivered in close collaboration with PFS and local training partners.

Lead the Training and Capacity Building function in implementation of Sector Wide Trainings (SWTs) through activity planning, design, and implementation.

Develop statements of work, Requests for Proposals and supporting documentation for contracting of training facilitators, interns, technical and business consultants.

Initiate and maintain effective relationships with institutional contractors, training organizations, business development services providers, universities and institutions of higher learning.

Support the facilitation, learning and adaptive management efforts for AINFP.

Contribute to efforts to develop and update the AINFP Learning Agenda in order to outline key research and learning lines of inquiry.

(2) Program Quality Planning and Execution
Lead the development of programmatic quality agendas and design of evaluative studies, as well as designing and managing activities that respond to those inquiries, and ensure uptake of the findings. This includes designing and facilitating forums and engagements that enable frank feedback from food processing clients and key stakeholders, while enabling adaptive management strategies that translate learning into action.

Strengthen internal program practices through supporting the development of workshops, guidance, and tools, as well as capturing the best/promising practices

Work closely with Program Managers and country technical teams to articulate program hypotheses and theories of change at appropriate and varied levels, plan for testing those hypotheses, and contribute to practices that build adaptive, iterative approaches into project designs. Based on implementation results, new learning and stakeholder feedback, work across Program teams to ensure appropriate feedback loops, guide iterative course corrections and ensure ongoing and evolving alignment of portfolio with strategy.

Develop guidance, processes and practices to support AINFP staff to engage with clients and other stakeholders collaboratively as knowledge peers with whom we share and learn

Support and oversee efforts to integrate CLA in AINFP processes, activity design, management, and internal processes through facilitation of knowledge sharing following action reviews, and participatory planning meetings and/or workshops.

Establish guidelines, recommend practices, and identify quality control standards

Review gender targets and progress and make suggestions for course correction to country and program leadership, as necessary.

In collaboration with PFS and Senior Food Processing Advisors, develop guidelines and best practice for volunteers to provide effective, remote technical assistance aligned with adult

learning best practices. Collect feedback from volunteers and processors on remote learning challenges, then design and roll out solutions.

Develop strategies and oversee the roll-out of emerging program learning through knowledge sharing, consensus building, and adaption of internal processes/procedures as well as implementer-level practices

(3) Monitoring, Evaluation and Learning

Monitor progress toward project objectives pertaining to capacity development, manage collection of training reporting data, review data and make recommendations to adapt project approach as necessary to maximize impact.

Documentation and sharing of learnings on the capacity building model including, as appropriate, representation of AINFP at training events.

Ensure all Monitoring & Evaluation training data is gender-disaggregated, and develop systems to

promote MEL gender goals.

Contribute well-written, cohesive sections of narrative reports for submission to the donor.

Makes recommendations on how to continuously improve processes and project outcomes, and fosters improved communication internally.
