Details of the offer

The United Nations Development Programme (UNDP) is the United Nations’ global development network. Headquartered in New York City, UNDP advocates for change and connects countries to knowledge, experience and resources to help people build a better life. It provides expert advice, training, and grants support to developing countries, with increasing emphasis on assistance to the least developed countries.

Background

Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women works for the elimination of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

The Research and Data Section in the Policy, Programme and Intergovernmental Division is responsible for leading UN Women’s research and data agenda. The section produces UN Women’s flagship publications, including Progress of the World’s Women ( Progress ), The World Survey on the Role of Women in Development (World Survey) , and Gender Equality in the 2030 Agenda for Sustainable Development . It also leads on research and reporting that feeds into normative processes. Recent examples include the Secretary General reports submitted to the Commission on the Status of Women for consideration during its 63rd (social protection systems) and 64th (review and appraisal of the implementation of the Beijing Platform for Action) sessions.

In response to COVID-19, the Research and Data section has been collecting and analysing data on the impact of and policy response to the pandemic. In collaboration with UNDP, UN Women’s Research and Data section has developed the COVID-19 Global Gender Response Tracker which by March 2021 had compiled and analysed over 3,000 policy responses to the pandemic from a gender perspective – tracking measures that aim to respond to the surge in violence against women, strengthen women’s economic insecurity and provide support in the face of rising unpaid care demands. The research specialist will oversee technical aspects of the ongoing expansion and update of the tracker and be responsible for a series of additional quantitative data analysis.

Duties And Responsibilities

Coordinating the forthcoming update of violence against women and girls measures, as well as social protection, labour market and fiscal policy measure dataset of the COVID-19 Global Gender Response Tracker Building on the indicators already in the tracker’s database, the consultant will also carry out additional statistical analysis. Coordinate data collection and data entry for new and existing social protection, labour market and fiscal measures, and violence against women and girls measures to be featured in the tracker. Oversee data validation process, including coordination with counterparts at UNDP as well as UN Women regional and country offices. Conduct global and regional comparative analysis of policy measures in the tracker by policy type and sub-type, gender sensitivity, start/end date, status, and if data availability permits, by budget, target beneficiaries and level of benefits. Conduct global and regional correlation and regression analysis between gender sensitive policy measures taken by governments and levels of women’s representation in COVID-19 Task Forces.
