Duties and Qualifications Resettlement AssistantOrganizational Setting and Work RelationshipsA Resettlement Assistant position is typically located at Multi-Country Office, Branch Office or Field Office. Under supervision, the incumbent¿s primary role is to assist the supervisor in effective resettlement delivery of a given UNHCR Office in accordance with the UNHCR Resettlement Handbook, UNHCR Manual and relevant policy papers and publications. The incumbent provides important clerical and administrative support to resettlement operations and may occasionally take part in assessing cases for resettlement and conducting interviews. S/he maintains frequent contacts with the supervisor, relevant colleagues within the same Office to exchange information and discuss issues on resettlement cases. Some limited contacts and communication at a working level are required with Embassy / Immigration Officials of resettlement countries, IOM as well as with other operating partners regarding resettlement issues.All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Additional Information Please note that interview is mandatory for GS position, whereas written test may be conducted, if considered necessary.========================================================================================================See below for this postion's Operational Context======================================================================================================== Operational Context SO Kakuma covers two main areas of operation: Kakuma refugee camp and Kalobeyei integrated settlement. Kakuma is located in the North-Western region of Kenya, about 720.4 Km from Nairobi. The camp was established in 1992. Total population of the camp is 200,000 registered refugees and asylum seekers from 20 nationalities. Following Kenyan government announcement of its intention to close refugee camps in Kenya, UNHCR is continuing to engage authorities to ensure that any decisions allow for suitable and sustainable solutions to be found and that those who continue to need protection as refugees are able to receive it, in line with Kenya's national and international obligations. One of the solutions for the protracted refugee situation in Kenya is resettlement to third countries for a limited group of refugees who meet the criteria, as well as complementary pathways opportunities, which include scholarships, job opportunities and family reunification.Since 2019, resettlement activities to USA from Kakuma reduced following the decision to reduce resettlement allocations globally. The situation was further compounded with the onset of the COVID-19 pandemic in the first quarter of 2020 affecting resettlement case processing to all resettlement countries. Following the increase in resettlement quotas to USA in 2021 and gradual resumption of resettlement processing for other resettlement countries, additional support is now to assist caseworkers in counseling and drafting assessments for refugees being processed for resettlement. In particular the position of the Resettlement Assistant will support resettlement unit on physical and electronic file management and coordination with UNHCR Kakuma Registry. The incumbent will be positioned within the Resettlement/Complementary Pathways unit but will serve as Registry focal person, reporting to the RST/CP Officer. S/he will liaise with the Registry and Recordkeeping Assistant in the performance of his/her duties. Duration of Appointment The duration of appointment is until 31 December 2021, with possibility of extension
