Details of the offer

Context:
Under the overall guidance of the Chief of Mission, direct supervision of the Deputy of Chief of mission and in close collaboration and consultation with the relevant Regional Thematic Specialists in the Regional Office (RO) in Nairobi the successful candidate will be responsible for the successful implementation and overall management of the portfolio of the Resilience, Water Sanitation and Hygiene (WASH), Environment and Climate Change (MECC) and Livelihood programmes and projects of IOM in Somalia.
Core Functions / Responsibilities:
Design and ensure the execution of the overall Resilience, WASH, MECC and Livelihood strategy for IOM in Somalia.
Manage the overall implementation of the Resilience, WASH, MECC and Livelihood program to guarantee that scope, budget, time and quality are in accordance with the different project’s specifications, donor requirements and IOM rules and regulations.
Ensure appropriate and timely resource mobilization for the successful implementation of different projects and activities including but not limited to: Resilience (Disaster Risk Reduction and mitigation), WASH (emergency response, recovery and long term solution), MECC (climate adaptation and policy development) and livelihood program (job creation, vocational training).
Proactively identify program development opportunities in line with national development plan (NDP-9) in Somalia, expand resource mobilization avenues and new thematic areas of technical intervention and strategic partnerships that would promote the expansion of IOM’s Resilience, WASH and MECC and Livelihood portfolio.
Liaise effectively with donors, Federal Government of Somalia (FGS) and Federal Member States (FMS) in order to ensure good relationship aimed to strengthen the Resilience, WASH, MECC and Livelihood program in Somalia.
Coordinate closely with the Program Support Unit regarding project developments, monitoring and reporting.
Manage and monitor technically and administratively the resilience, WASH, MECC and Livelihood program in the country. Ensure that adequate and relevant capacity building are provided to the members of the team.
Ensure that the Resilience, WASH, MECC and Livelihood program are driven by a sound Monitoring, Evaluation and Learning framework that leads to continuous improvement and fine-tuning of systems and processes.
Actively liaise with the other UN Agencies, UNICEF, UNEP, UNDP, FAO and OCHA as well as cluster (Food security, WASH) and government authorities/entities and any other relevant stakeholder to ensure that Resilience, WASH, MECC and Livelihood activities are coordinated according to agreed standards, to avoid duplication, violation of national regulations or contravention of operational agreements set by the humanitarian and development communities in Somalia.
Ensure that any needed agreement or authorization from the Federal government of Somalia, federal member states and local authorities is convened to guarantee project stability and good relations with the government of Somalia.
Ensure effective and active communication with all the relevant stakeholders, internal and external. Prepare and submit regular progress reports to the Deputy Chief of mission and PSU and ensure that all the project data and information is archived and shared appropriately.
In coordination with the Resource Management Unit and Procurement and Logistics Unit oversee all programme related procurement efforts for supplies and services, ensuring that the processes are transparent and in line with IOM and donor’s regulations.
Provide the necessary resources to effectively monitor all contractual agreements with service providers and /or implementing parties.
Ensure cross-cutting issues are integrated all the programs such as Gender Based Violence (GBV), Accountability to Affected Populations (AAP) and other cross cutting issues related Page 2 / 5
mainstreaming in coordination relevant units.
Perform such other duties as may be assigned.

Required Qualifications and Experience:
Education
Master’s degree in Water Resource Management, Environment and Climate change or a related field from an accredited academic with seven years of relevant professional experience; or University degree in the above fields with nine years of relevant professional experience.
Experience
Field experience in a complex humanitarian emergency or post-conflict in Somalia or in the region;
Experience in at least two large recovery and development projects in Somalia or in the region, including proposal development, technical design, implementation and M&E activities;
Experience in working in UN or international organization;
Experience and good record in liaising, partnership and engagement with government institutions and donors in Somalia or in the region;
Extensive experience and proven track record on program/project implementation and management in Somalia or in the region;
Good knowledge of software applications including drawing and designing CAD, spreadsheet, database, statistical packages and Microsoft software;
Experience of multi-tasking skills as well ability to manage competing priorities under pressure and meeting deadlines;
Experience and good knowledge of Somalia culture and in the African region is an advantage.

Skills
Strong experience in developing proposals and budgets and preparing donor reports;
Experience planning, organizing and facilitation of trainings;
Experience in conducting Monitoring and Evaluation (M&E), with understanding of M&E tools and approaches.

Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of French, Spanish and/or of Somali is an advantage
