Under the overall supervision of Regional Director for the East and Horn of Africa and in close coordination with the Migrant Protection and Assistance (MPA) Division in Geneva/HQ and the direct supervision of the Senior Regional Policy and Programme Coordinator, the successful candidate will be responsible in defining the IOM strategic role in the region on relevant thematic areas; represent IOM with donors, partners and stakeholders; provide technical guidance to missions and regional programs and identify and plan a coordinated response to the capacity building needs in the Region.
Required Qualifications and Experience:Education
• Master’s degree in Political or Social Sciences, Law and/or International Relations or a related
field from an accredited academic institution with seven years of relevant professional
experience; or,
• University degree in the above fields with nine years of relevant professional experience
Experience
• Experience in migration programmes and capacity building activities;
• Experience in liaising with governmental and diplomatic authorities as well as with national and
international institutions;
• Familiarity with financial and business administration;
• Sound and proven understanding of internal and international migration issues, the sub-region
and related issues; and,
• Knowledge of the region is an advantage.
Responsibilities
1. Provide guidance and advice in the development of policies and strategies both at the country and regional level on migrant protection and assistance, including return and reintegration, assistance to vulnerable migrants, counter-trafficking, protection in emergency, child protection; facilitating policy advancements and enhanced capacity of IOM missions, governments, civil society, academia and other key counterparts in all aspects of migrant protection and assistance.
2. Develop, review, endorse and implement quality and results-based MPA-related projects and activities developed by Country offices (COs) in the region, and provide regular updates to the concerned Headquarters (HQ) Division on projects endorsed; support COs on resource mobilization.
3. Position IOM as a leader for migrant protection and assistance in the region through advocacy and the establishment a network of relations and channels of communication at all levels with IOM traditional and newly identified interlocutors, including governments, UN agencies, NGOs, academia, private sector, and migrant associations; represent IOM in the region by actively participating in conferences, workshops and meetings related to the thematic area of expertise, as required by the Regional Director.
4. Ensure timely, responsive and innovative protection solutions to vulnerable migrants in countries of origin, transit and destination; guide country missions in the assistance to most vulnerable cases, including children, victims of trafficking and other forms of exploitation and abuse, medical cases.
5. Promote synergies and oversee appropriate coordination and information sharing on projects/programmes within the Regional Office and with the relevant service area in HQ.
6. Act as a regional thematic resource person providing capacity building, training, and general support to CO in the region. Contribute to building the capacities of IOM staff in the thematic area through a combination of formal training and on-the-job mentoring.
7. Identify emerging issues relevant to the thematic area, including developments and priorities of regional and sub-regional integration processes and contribute to the development of thematic policy and reports. Monitor and analyze regional thematic trends and developments in the thematic area.
8. Develop regional thematic guidance notes, information sheets and policy documents in close collaboration with the Regional Liaison and Policy Officer (RLPO), COs and relevant HQ Departments.
9. Develop regional and multi-country programmes and projects in the thematic area and identify anticipated synergies between thematic areas. Where human resources capacity at the country level requires it, develop new project proposals.
10. Participate in and actively contribute to IOM’s Regional Thematic Specialist (RTS) network globally, analyze and share best practices with relevant HQ Divisions and CO.
11. Ensure the delivery of quality thematic training to governments and other external partners as required by CO in the region.
12. Provide guidance to the Regional Program Unit for the implementation of the EU-IOM Joint Inittiative for Migrant Protection and Reintegration; this includes the provision of technical and strategic guidance on return and reintegration activities, activities under the regional mixed migration program, activities under the Better Migration Management program and data collection.
13. Represent IOM on MPA matters in regional UN initiatives such as the Great Lakes Regional Framework (GLR).
14. Perform such other duties as may be assigned.
