This position will be responsible for a body of work that includes oversight of governance programming in recovery and development settings. This is a key leadership position and is responsible for developing and implementing strategy that will enable growth in the governance portfolio, connection with other technical units efforts and a foundation for research and policy activities. The position is expected to provide significant leadership and representation at the HQ level, including management of other technical staff and will also be responsible for representing the TU externally, as designated by the Senior Technical Director. The post also works closely with other regional units, and in-country management.
Moreover, this position will be responsible for providing technical support to the Great Lakes Region and directly supervise the work of all Governance/Urban TAs covering Asia, East Africa, West Africa, Middle East and North Africa, and Latin America.
The STA-Governance stands-in for the Senior Technical Director of the Governance Technical Unit as needed. The STA-Governance is a member of the Senior Management Team (SMT) of the Governance Unit
Responsibilities
1. Contribute to governance technical unit’s global vision, strategies and business processes;
2. Provide technical support to strategic governance projects and multi-country, multi-sector, high value projects at the field level;
3. Secure and manage human and financial resources to deliver on global governance programming strategy;
4. Manage, monitor and assess the direct technical assistance provided by four Technical Advisors, Governance/Urban covering Asia, East Africa, West Africa, Middle East and North Africa, and Latin America;
5. Provide direct technical assistance to IRC Country Programs in the Great Lakes region;
6. Lead the development, implementation and review of the measurement strategy of all core governance interventions;
7. Support the unit’s field facing business development, including identifying opportunities, gathering information ahead of proposals, gathering the technical and financial resources needed for quality proposal development;
8. Support the unit’s budgeting, financial management and grant management processes, specifically by maintaining the Governance portfolio tracker up to date, working closely with the Senior Technical Director and Budget Manager;
9. Maintain close working relationship with the DD/STAs in other technical units;
10. Maintain collaborative relationship with other IRC teams and departments in pursuit of the responsibilities above. In particular, the STA-Governance will maintain strong relationships with Deputy Regional Directors, Country Directors, Deputy Directors, and other members of country offices.
11. Promote the use of available evidence in the development of IRC’s governance-related programming;
12. Collaborate with the IRC’s Airbel Center to identify appropriate opportunities to generate new evidence around governance-related programming;
13. Stimulate a learning environment within the governance team and, in collaboration with colleagues from other technical units and teams, contribute to learning on governance issues across different disciplines;
14. Liaise with donor agencies on policy and funding issues related to governance programming;
15. Liaise with the academic, sister agencies and the policy community on governance themes;
16. Support in the production of donor or public-facing information about the IRC’s governance programming;
17. Stand in for the Senior Technical Director during absences;
18. Other tasks as negotiated.
