PROFESSIONAL REQUIREMENTS
At least 5 years’ experience working in communications, reporting and M & E for donor funded development programmes; provide sample briefs of at least 3 prior assignments and referees
Familiarity with, and a high level of up-to-date knowledge and understanding of civic space issues in the Kenyan context;
Excellent communication and writing skills – ability to express complex information in a simple and succinct manner in English and Swahili including the development of advocacy materials in forms such as info-graphs and animated videos/info-graphs.
Strong qualitative research skills. Ideally with an ability to analyze complex qualitative data to provide an insightful and actionable report. Experienced in conducting in-depth interviews with experts, target beneficiaries, and senior decision makers e.g. government officials, media organizations.
Responsibilities
1. Develop an inception report detailing the process and methodologies to be employed to achieve the objective of this consultancy as stated above. It should include a detailed work plan for this exercise, and must be presented to ARTICLE 19 EA for review and further input;
2. Conduct an online survey assessing the public’s understanding of public order and policing during pandemics.
3. Develop a report highlighting research findings that can then be utilized for evidence based communication for phase 2 of the project.
4. Design a social media campaign social mobilization strategy as appropriate based on evidence gathered during the survey.
5. Deliver social media campaigning leadership for the duration of the project using the survey insights, and social media campaign strategy mentioned above.
METHODOLOGY
1. The consultant/consultancy firm will be required to provide a detailed methodology of how he/she/they will develop the strategy;
2. Undertake a desk review of the relevant project documents, including the Proposal, Results/Logical Frameworks, Implementation Plans, Project Implementation Reports, and any other relevant documents; to in order to understand the project better.
3. The consultant/consultancy firm should conduct research using participatory approaches to collect information from key informants;
4. The consultant/consultancy firm is expected to gather, use and analyze qualitative and quantitative information and data to inform the advocacy, communication and social mobilization strategy;
5. The consultant/consultancy firm is required to submit a draft report for review and make the necessary changes as directed by ARTICLE 19 EA technical staff.
