Software Developer For The React Ssa Kenya Programme

Through this request for proposals (“RFP”), the AECF plans to implement a data management system which will manage the verification process for the REACT SSA Kenya results-based financing programme. In this regard, the AECF seeks a consultant to design and provide maintenance services for a web-based platform to support the operationalisation of results-based financing reporting andverification.
Qualifications
1. A software development firm based in Kenya that has been providing software

development and support services to Corporate and SME clients in sub-Saharan Africa for

at least 5 years. A consultant domiciled in Kenya is preferred.

2. Experience designing and maintaining similar web-based platforms.

3. Demonstrated capacity to deliver in the timeframe provided.

4. Fluency in written and spoken English.

Responsibilities

Specific Duties and Responsibilities of the Consultant
1) Design of a web-based platform to perform the following functions:

a) Receive uploads of monthly RBF sales reports (in a defined format) from participating companies.
b) Automatically check uploaded sales reports for completion where all information required is provided, for duplication ensure that sales entries are unique/not repeated and information is provided in the required format accurately before uploads are accepted.
c) Automatically generate a random sample of customers from the sales reports provided for purposes of verification.
d) Receive uploads of verification reports submitted by the responsible verification agents, once sampled customers have been contacted for verification.
e) Automatically send email notifications and attachments to respective users e.g. upon successful upload of sales reports, generation of sample list of customers for verification and upload of verification reports.

f) Send auto-reminders to respective users (e.g. participating companies at the end of each month notifying them their sales reports are due, and when their cumulative monthly sales reach their disbursement milestones, and to verification agents to remind them when their reports are due).
g) Automatically collating, compiling and generating various reports from the documents uploaded into the system (e.g. the cumulative number of sales across participating companies by e.g. gender of the customer, technology or location, the cumulative number of verified sales by type of verification (i.e. telephone or physical visit), breakdown of sales by participating companies etc.)
2) Provide responsive and timely maintenance support services for the platform over the duration of its use
