The Health and Nutrition portfolio (H&NP) is part of the OPM’s Social Policy Programme (SPP). It supports governments, civil society and the private sector in low- and middle-income countries in Health Systems strengthening by providing impact-oriented, bespoke technical assistance and consulting services. The portfolio works across all pillars of the health system, with a particular specialisation in health financing (HF); Public Finance Management (PFM), monitoring, evaluation and research; health service delivery and governance; supply chain management; and nutrition. The projects the team works on include for example: the Technical Support Mechanism (all TA for UNAIDS across Africa and Asia Pacific regions), EACDS (support to DFID health advisers across Africa and Asia), evaluation of DFID’s Making Health Systems Stronger programme, various research programmes for building resilient health systems in FCAS, and support to the Global Financing Facility (World Bank) in health financing and health information systems across western and central Africa
Responsibilities
Contribute to the company's success by a. developing new work, b. delivering projects to agreed standards, and c. supporting learning and knowledge transfer within the portfolio, and at the company level.
Deliver work under the direction of the Portfolio Leader in accordance with an agreed annual performance agreement including associated financial and non-financial targets.
Under the steer of a Senior Health Financing consultant deliver technical assistance and consulting services in the field of Health financing and Health economics, with a special focus on Public Finance Management (PFM), Value for Money (VfM), Fiscal space analyses (FSA), Transition planning (TP), in accordance with the required delivery deadlines and OPM quality and writing standards.
Contribute to the acquisition and bidding for the small, medium and large scale projects in the field of Health financing and Health economics, with a special focus on PFM, VfM, TP, and FSA, while effectively collaborating with the OPM’s Bid, Finance, Legal, HR and Implementation Teams.
Manage small and medium-scale projects delivered by the H&NP, in accordance to OPM standards and procedures, to attain portfolio objectives and maximize impact on health systems and population health.
Participate in the portfolio’s intellectual capital development activities in the relevant fields as assigned by the Portfolio Leader. This may include delivering or contributing to he seminars on VfM and PFM issues, and publishing in peer reviewed journals.
Support market development initiatives within the portfolio’s designated market areas, including fostering good relationships with clients;
Ensure effective collaboration with other teams across the company, including a) participating in Portfolio, SPP, and company-level meetings, and b) collaborating on projects managed by other portfolios or Framework teams. Special emphases will be given to working on PFM, VFM and TP assignments in a frame of the current frameworks implemented by OPM.

Respond to the emerged needs of the portfolio, as identified by the portfolio leader and programme director.
