The successful candidate will be a key contributor to the PATH NCD portfolio as well as support PATH’s work in their role as secretariat to The Coalition for Access to NCD medicines and products.

Key Duties And Responsibilities

Kenya
Work closely with the Ministry of Health Department of NCD (MOH-DNCD) commodity manager to ensure availability and affordability of quality, safe and efficacious medicines and basic technologies for screening, diagnosis, treatment and monitoring of NCDs at the national and county levels.
Contribute to strengthen strategic relationships and partnerships with key stakeholders in NCD program including MOH-DNCD, KEMSA, development partners and industry.
Participate in supply chain planning, procurement and management costs meetings e.g. county integrated development plans and annual work plans to ensure health commodities for NCDs are sufficiently budgeted for at the national and county levels.
Support strengthening capacity of county, sub county and facility level health care workers on proper use of NCD M&E tools in collection, collation, reporting and utilization of NCD data.
Work towards availability of essential NCDs prevention and care medicines and supplies and link this to financing mechanisms to foster access, affordability and sustainability at the national and county levels.
Provide technical inputs to strengthen commodity management cycle for NCD medicines (preparedness, planning, sourcing, ordering, storage and distribution) at the national and county levels
Coordinate the development, implementation and monitoring of supply chain risks associated with NCD health commodities, and support MOH DNCD in addressing and mitigating these risks.
Carry out support supervision visits, field assessments and safety/quality audits to ascertain program performance, identifying gaps and support needs, and provide clear recommendations in addressing the identified challenges and gaps.
Promote pharmacovigilance and quality assurance use including documentation and reporting of adverse drug reactions and poor quality medicines to PPB, to include establishment of quality improvement initiatives e.g. WITs and QITs.

Global Team Technical Support
Provide technical leadership for health commodities and products supply chain management, including health commodity reporting, inventory management support, forecasting and quantification and procurement to the PATH NCD teams globally and stakeholders at sub-national, national and regional levels.
In collaboration with local stakeholders, design and lead diagnostic assessments, analyze data and develop recommendations for action and advocacy.
Provide technical guidance and support to the Coalition for Access to NCD Medicines and Products as part of PATHs role as secretariat.
Represent PATH NCD Program at supply chain conferences and meetings to present on results of our work.
Provide technical assistance to PATH’s team in Ghana to support supply chain diagnostics and strengthening activities.

Required Skills

Required Experience
Bachelor’s degree or master’s in pharmacy, Public Health or other relevant qualifications
Experience in Health Commodities and Products Supply Chain Management
Minimum five (5) years in procurement and supply chain technical assistance or other relevant private and public sector experience.
First author on peer reviewed publications preferred
Solid technical knowledge of procurement and supply chain management including experience with electronic data management systems for SCM.
Good working experience with electronic data management systems for supply chain management
Experience working with procurement and supply chain of healthcare products including vaccines, drugs, diagnostics, and/or medical products
Experience with end-to-end supply chain diagnostic assessments, market dynamics, and creation and testing of innovative solutions to strengthen supply security
Solid technical knowledge of diabetes and/or cardiovascular disease - preferred
Ability to analyze data and develop short-and-long-term strategic recommendations
Experience engaging with country stakeholders in low- and middle-income countries
Demonstrated ability to develop and maintain close and effective relationships with partnering organizations at local, national, and international levels
Strong organizational and management skills, e.g., setting priorities and completing tasks on time and on budget
Proven effectiveness working in a team-based environment, but capable also of working independently
Willingness and ability to travel up to 25%
Excellent written and verbal communication skills in English

Must have legal authorization to work in Kenya.
