Project Overview and Role:The Data, Informatics and Analytical Solutions (DIAS) Practice is seeking a Technical Advisor to provide digital solutions and project management expertise to selected projects among a global and diverse set of areas including access to finance, agriculture, trade, e-commerce, humanitarian response, health and education. The DIAS Practice is a dynamic and innovative group with talented and passionate members working toward the goal of improving informed decision making and effectiveness of international development projects. Our vision is to improve development investments and outcomes by harnessing the power of digital solutions to strength information systems, governance, local capacity and ownership to use quality data in real time for positive impact.The Technical Advisor will provide digital solutions strategy and implementation expertise to USAID and other international development projects across Palladium’s portfolio of projects. Specifically, the Technical Advisor will provide project management and technical expertise to the implementation of digital solutions including business analysis, ecosystem shaping, project design and digital solution development across a wide array of thematic areas. This position could be located in Washington, D.C., New York City, Chapel Hill, or Kenya. However, this position requires the ability to work between the hours of 12:00-16:00 GMT. Eventually, this position will entail approximately 20% overseas travel. Primary Duties and Responsibilities: The Technical Advisor will work with Palladium counterparts or external clients to support the development and implementation of global digital development projects, including activities such as program design, requirements analysis and information systems design, system implementation, stakeholder engagement, and capacity building. Most importantly, the Technical Advisor will guide and coordinate with multidisciplinary teams who develop and deploy digital and data solutions in support of project outcomes. The Technical Advisor will also support strategic growth and business development activities.Technical Advisory and Solution Design:Collaborate with Palladium project teams to identify and advise on opportunities to integrate and implement digital solutions to improve project effectiveness and achieve program objectives, while considering and strengthening the broader digital ecosystem.Serve as the product owner for a select portfolio of digital solutions projects, leading the process of stakeholder engagement to design and implement digital solutions and digitally enabled approaches. This includes overseeing the business analysis process, including requirements, analysis, documentation, and validation, in addition to overseeing technical development and implementation of the product.Collaborate with technical counterparts to ensure quality of the digital strategy, product or other digital intervention so that the results of the projects fully satisfy the needs articulated through the requirements.Develop and deliver capacity strengthening approaches that improve digital literacy and adoption, from both an individual and organizational perspective.Serve as a steward for foundational digital principles such as the Principles for Digital Development and other open-source global good software products.Ensure development of digital product lifecycle documents aligns with Palladium SOPs and international standards, including Use Cases, Detailed Functional Requirements, Detailed Design Specifications, and Software Requirement Specifications.Project Management and Implementation Support:Serve as Activity Manager on assigned portfolio, primarily comprised of implementing digital solutions and improving access to and use of data and digital technologies.Manage country activity teams, acting as a conduit between clients or project leadership and field implementation teams or other DIAS counterparts.Lead project work planning, resource planning, budgeting, progress and financial reporting.Oversee partners and subcontractors responsible for developing digital or analytical products, overseeing quality.Lead communications with clients and other project stakeholders to plan, adapt, implement, review and report on projects as needed.Communicate and enforce methods and standard operating procedures (including development operations processes) to improve organizational efficiency and effectiveness.Strategy and Business Development:Package project learnings and document successes used to inform future digital development activities through DIAS technical collaboration mechanisms for adaption within future Palladium project mechanisms and new business development opportunities.Support the establishment of coordination and collaboration mechanisms between Palladium portfolios and communities of practices.For assigned business development opportunities, serve as the digital focal point providing advisory and strategies for digital enabled projects approaches, leading both technical and financial contributions to proposals.Support the development of new and maintain existing client relationships through interactions with clients and partners at a technical and strategic level.Represent Palladium at technical working groups, communities of practice and conferences, sharing updates and promoting thought leadership.Reporting requirements include:Weekly meetings with manager; biweekly portfolio meetings; regular project meetings as determined by project leadership.Regular email and MS Teams communication.Monthly DIAS Practice meetings; other Portfolio meetings as determined; contributes to the DIAS Newsletter.RelationshipsReports to Director, Digital Solutions and Transformation.Collaborates routinely with other Palladium portfolio leads and project teams.No direct reports.Authority levelsTechnical Advisor, Digital Solutions and Transformation Required profile for job ad : Technical Advisor - Digital Solutions Key competencies and professional expertise requiredStrong understanding of global development priorities and challenges, including experience within access to finance, agriculture, market systems, trade, health, humanitarian response or social protection programs in a developing country contexts.Experience working on development projects covering private sector development, finance, agriculture, market systems, trade, health, humanitarian response or social protection programs, and related subjects; experience developing digital strategies and implementing digital solutions meeting the needs of both public and private stakeholders a plus.Experience designing, testing, and implementing information and data management systems, including mobile applications, transactional systems, business intelligence implementations, management information systems, and interoperability solutions.Ability to work in a dynamic and agile environment with changing requirements and priorities.Excellent communication skills with the ability to translate complex technical concepts into easy-to-understand considerations in order to support the clients, project teams and technical teams in designing and implementing solutions that meet the specified requirements and are appropriate given the implementing environment.Knowledge of and experience applying the Principles for Digital Development and adapting/implementing global good software products.Demonstrated ability to work effectively with team members and clients of different cultures, genders, and hierarchical levels.
