Over the course of two and half decades, PATH Kenya has worked closely with the Government of Kenya and other key partners in designing and applying appropriate and innovative approaches that have contributed to improving the quality of care and saving lives. USAID Nuru Ya Mtoto aims to increase the use of quality county-led, county-owned, and county-managed health and social services for orphans and vulnerable children (OVC) and adolescents, as well as reducing new HIV infections, reducing gender-based violence, and improving the health system response to post-gender-based violence care for adolescent girls and young women (AGYW) aged 9 to 24 years. The program will safeguard the rights and welfare of children and adolescents impacted by HIV/AIDS. USAID Nuru Ya Mtoto will be implemented at the county level, in the community and health facilities in the counties of Homa Bay, Migori, and Kisii, in close collaboration with and in support of county health management teams and the Ministry of Health of Kenya. USAID Nuru Ya Mtoto will work in coordination with USAID and other host-country public and private partners, including the departments of children services, non-governmental organizations (NGOs), community-based organizations (CBOs), and public health facilities. PATH Kenya seeks to recruit a Technical Advisor Technical Advisor, Quality Improvement/ Quality Assurance (QIA). Working under the guidance and direction of the Deputy Chief of Party (DCOP), the Technical Advisor QIA will oversee quality improvement (QI) and quality assurance (QA) activities to strengthen service delivery for OVC/DREAMS implementation in Homa Bay, Kisii and Migori counties for the USAID Nuru Ya Mtoto project. S/he will provide technical and operational guidance and oversight to the project teams in matters pertaining to QI at county, sub-county and site level, liaising with key departments and ministries, partners and local organizations to ensure the utilization of QI methodologies in addressing opportunities for improvement among Orphaned and Vulnerable Children programs. S/he will initiate and participate in QI capacity building activities for the Department of Child Services, Department of Health, QI coaches, and QI teams. S/he will design and maintain QI performance monitoring plans and ensure that QA and M&E data are used to inform and improve program quality. The TA will support knowledge harvesting through learning sessions and the documentation of improvement concepts. Duties and Responsibilities Support existing or help establish functional QI infrastructure at all levels.In consultation with DCOP, support development, dissemination, and implementation of QI strategies, approaches, guidance, standard operating procedures, tools, and various job-aids to facilitate evidence-based service delivery through case management approach.Train, coach, and mentor on performance improvement methods, data collection and analysis methods, project management and change management techniques to project staff, the department of child services (DCS), department of health (DOH), QI coaches and champions, front-line staff and other stakeholders, with the purpose of enabling teams across the organization to become experts at guiding their own improvement.Develop and update QI materials for training, coaching, and learning sessions.Utilize performance enhancing tools as part of process improvements, problem analysis, and measurement.Facilitate the DCS, DOH, QI teams (QITs and WITs), and QI coaches to promote effective and efficient achievement of their quality improvement and assurance goals aligned with priority interventions and targets provided by the donor.Champion learning with project, county and partner teams. Analyze and evaluate project performance data following MEAL policy and proactively identify issues and concerns and use participatory processes to overcome implementation obstacles.Collect, analyze, and interpret data to identify improvement opportunities in clinical and child protection systems and present findings to stakeholders. With support from MEAL team, assist with preparation of trends analysis reports and disseminate results on project learnings with partners, sub-county and county teams.Ensure adherence and compliance to the set QI national standards, procedures and guidelines in the delivery of OVC/DREAMS services.Administer the QI maturity index tool to ensure functionality of QI teams.Supporting County Child Protection TWG in the roll out of County Specific Child Protection PlansOversee QI performance monitoring aimed at improving care processes, improving health of populations and reducing costs.Support knowledge management, harvesting, and documentation of case studies, best-practices and improvement concepts.Participate in the design, development and implementation of integrated project work plans together with other project technical staff.Utilize project management tools and principles to define and manage project QI scope, document and monitor timelines and deliverables, and resolve risks and barriers. Required Experience A minimum of higher diploma and/or degree in Clinical Medicine, Nursing, Social Sciences or Public/Environmental Health or related field. Those with additional training in quality improvement will be preferred.A post graduate degree in a relevant field of study will be an advantage.At least five (5) years’ experience managing quality improvement initiatives at national and county level for clinical and child protection systems.Hands on knowledge and skills of health and child protection systems and related quality improvement guidelines and standards. Those with prior experience working with the department of child services, department of health and/or OVC/DREAMS in quality improvement processes will be preferred.Trainer of trainee experience in advising, training and mentoring on quality improvement.Prior experience in quality improvement science.Demonstrated ability to work independently and in teams.Proficiency in data analysis and presentation.Ability to work with databases and statistical analysis tools such as STATA, SPSS, NVIVO.Proficiency in data visualization with Tableau and/or Power BI.Proficiency in using Microsoft Word, Excel and PowerPoint.Ability and willingness to travel in the field as and when required.Exceptional verbal, interpersonal and written communications skills.
