To counteract the youth unemployment in Kenya, the Kenyan government has given technical and vocational education and training (TVET) a high priority in the recent past. The project “Youth Employment and Vocational Training” agreed between the Kenyan and German governments is intended to create the content, personnel and organizational prerequisites for the implementation of employment-oriented, cooperative (dual) vocational training.
The project comprises four fields of action. In the first field of action, cooperative training courses are developed and piloted. This results in recommendations how to replicate and broadly apply the cooperative vocational training approach in Kenya. The second field of action strengthens vocational training staff in their capacities for the implementation of cooperative vocational training. In the third field of action, coordination and regulatory bodies for vocational training are strengthened. The fourth field of action improves the content and organizational requirements for piloting cooperative training programs with high digital learning content (Blended Learning).
An effective participation of TVET institutions is a key success factor for cooperative training.
Responsibilities
A. Responsibilities
As TVET expert, you will be responsible for:
·To improve the prerequisites (content-related as well as organizational and personnel capacities) for an expansion of co-operative training programs.
·To support the pilot-implementation of cooperative training programmes, at selected TVET institutions.
·Promote the objectives of the project and ensure alignment of cooperative training schemes to the existing TVET regulations and framework.
·To compile lessons learnt and provide recommendations for replication at other TVET institutions as well as improvement of TVET framework in regard to cooperative training.
B. Tasks
The TVET Expert performs the following tasks:
Technical:
·Forster capacity building on institutional, personnel and system level for successful implantation of cooperative training schemes
·Facilitate the participating of TVET institutions in the development of curricula and in-company training plans, assessment and mentoring tools.
·Support participation of TVET institutions in the development of competency assessment.
·Support the establishment of a functional coordination structure for cooperative training schemes.
·Draw lessons learnt and recommendations for the replication of cooperative training schemes across the country.
Monitoring and reporting:
·Support PM&E (data management and systems) and specifically regular progress and annual monitoring and reporting;
·Put together overviews of programme activities, progress, lessons learnt, challenges etc. and presents this regularly at team meetings;
·Recording and documenting the results of project activities.
Knowledge Management & Others
·Support knowledge management at programme level (through participation in strategy discussions) and other mechanisms;
·Support internal and external communication of the programme;
·Support the programme management.
C. Required qualifications, competences and experience
·A Degree (Masters preferred) in one of the following fields: Education, development studies, business administration, project management, employment or equivalent
Candidates should have skills and experience in the following areas, and be able to
demonstrate a track record of at least 5 years in one or more of these:·Experience in the field of TVET/ Skills Development and cooperative training.
·Experience and track-record working with Technical Training Institutions.
·Strategic thinking and demonstrated ability to work on complex development related issues.
·Demonstrated skills in project management, business negotiation, and successful working in multi-stakeholder interventions (public & private sector, civil society).
·Ability to be a self-starter and work productively with limited on-site supervision, and minimal administrative support.
·Understanding of international development cooperation; work experience in advising partners
and developing concepts jointly with partners will be an advantage.;·Proficiency in English and Kiswahili
