POSITION SUMMARY:
The Wash Engineer/Officer is responsible for implementing all Water Sanitation and Hygiene activities including production of BoQs, design and supervision of all construction and rehabilitation activities of water and sanitation infrastructure as well as managing hygiene promotion and community education activities in order to achieve the planned program outcomes within the provisions of the validated project proposals and budgets. He/she will report to the
Program Manager in the accomplishment of the main responsibilities and tasks
KEY DUTIES & RESPONSIBILITIES:
• Prepare, check and revise construction-related BOQs considered for the construction and/or rehabilitation of shallow wells, boreholes, water pans, underground tanks, latrines and hand washing facilities.
• Support designing and the construction and rehabilitation of the above water and sanitation infrastructure;
• Support in overseeing and reporting construction-related details and inputs for all construction in the area of intervention;
• Assist in development of project technical specifications and tender dossier for various water and sanitation infrastructure projects;
• Prepare or adapt sketches and design of civil and hydraulic works for the execution of construction works, as required by the project documents in compliance with WaSH SPHERE standards and cluster guidelines;
• Oversee and supervise the actual construction and rehabilitation activities on site as well as provide technical guidance and expertise to the manpower in charge of the works.
• Submit required periodic reports on construction activities to the Programs Coordinator;
• Establish contacts with counterparts and peers in the thematic technical area with a view to sharing knowledge and skills in WaSH;
• Support in scheduling of construction/rehabilitation works component of the project work-plan, and monitor that the implementation of the same by ensuring the milestones and deadlines to met;
• Support in conducting WASH assessments to document the needs of the vulnerable communities and gaps in service provision in Marsabit County;
• Promptly and appropriately, respond to changes in the context in which the project is being implemented, inform the senior management about them and contribute to finding sustainable solutions;
• When needed, represent SIF in coordination meetings related to her/his duties.
• Any other task, necessary for the project implementation, as requested by the project manager.
Reporting
• The Officer shall liaise with the MEAL Unit to identify required personnel and to help in conducting any required surveys and assessments;
• S/he shall collate information related to implementation and results of the project and compile periodic reports as and when required;
• The reports shall be submitted to the Project Manager in a timely manner.
Any additional related tasks requested by the line manager
Qualifications and Education Requirements
• Undergraduate degree in Water / Environmental Engineering, Civil Engineering, hydrology and water management or related degree;
• 3 years post-qualification professional experience in a relevant field with particular reference to construction and rehabilitation of wash infrastructure;
• Previous experience in WASH program in a humanitarian context
• Knowledge and understanding of humanitarian SPHERE standards;
• Excellent computer skills (particularly Office package, GIS, Google Earth, Database management, relevant design applications) are mandatory;
• Knowledge of mobile data collection tools (ODK toolkit);
• Aptitude for community mobilization, capacity building and accountability;
• Excellent numerical, report writing, analytical and proposal writing skills;
• Fluency in written and spoken English and Kiswahili (speaking and writing),
• Experience of proactively identifying and addressing issues, proven problem solving and organizational skills.
• Thorough and has attention to detail.
