Remuneration and BenefitsBasic Salary Scale: KShs. 148,634 – KShs. 193,225 P.M.;House Allowance: KShs. 50,000 P.M.Commuter Allowance: KShs. 17,000 P.M.Annual Leave Allowance: KShs.12,500 P.A.Medical Cover and Other Allowances: As provided by KMFRITerms of Service: Permanent and Pensionable.Job SpecificationsThe duties and responsibilities of the officer will entail:Overseeing the development, implementation and review of human resource management policies, plans, strategies, programs, processes and budgets;Managing employee relations programmes and ensuring staff discipline is maintained;Managing the staff performance appraisal system;Overseeing human resource planning and development;Overseeing the implementation of training programs based on identified needs;Overseeing the monitoring and evaluation of effectiveness of training and development programmes;Providing guidance on development and updating of the human resource database;Overseeing the effective administration of the payroll system;Overseeing the reconciliation of staff compliment and establishment;Managing employee relations programmes and ensuring staff discipline is maintained;Overseeing the administration of staff welfare;Advising on the HR management information systems;Providing secretarial services to the Institute Human Resource Management Advisory Committee (HRMAC).Person SpecificationsFor appointment to this grade a candidate must have: -Master's degree in any of the following disciplines: - Human Resource Management, Business Management, Business Administration, or its equivalent qualification from recognized institution;Bachelor's degree in Human Resource Management or its equivalent qualifications from a recognized institution;Professional qualification in human resource management;At least eight (8) years relevant work experience and at least three (3) years in management in a comparable position in public service or private sector;Membership to the Institute of Human Resource Management in good standing or any other relevant recognized professional body;Proficiency in computer applications;Minimum KCSE C+ (plus) or its equivalent;Management course lasting not less than four (4) weeks, or equivalent, from a recognized institution;Demonstrated good results in work performance; andMet the requirements of Chapter Six of Constitution.Key Competencies and SkillsMentoring, coaching and leadership skills;Good interpersonal skills;Organization skills;Strong communication and reporting skills;Problem solving skills;Strong analytical skills; andConflict resolution skills.
