Cash-based interventions (CBIs) represent a key element of the Kakuma operations programming and is also one of the principal modalities for delivering assistance and services to persons of concern to UNHCR. UNHCR 's vision is that refugees and other persons of concern can meet their needs in dignity, are protected and can transition to solutions through the expanded use of use of innovative, efficient and effective cash-based interventions. Cash-based interventions allow refugees and other persons of concern to live with greater dignity by preserving their ability to spend money and make decisions regarding their priority needs. Designed and delivered appropriately, CBIs can reduce risks, facilitate solutions and improve the efficiency and effectiveness of programme delivery.. To that effect, the position of Cash Based Intervention (CBI) Associate was created as part of proper mechanisms put in place to ensure that strong CBI system is in place. The CBI is a major element in the implementation of KISEDP and therefore a dedicated coordination, technical capabilities not only in CBI but also in resilience programing are required. The incumbent of the position will report to the CBI Officer and will work on CBI related activities and closely liaise with colleagues in Technical, Programme, Protection and Finance Sections, in Kakuma and Nairobi. As such, the incumbent must have Very good understanding of community structures and have worked on CBI projects. Also the incumbent should be familiar with CBI products in shelter, health, sanitation and nutrition, education. Additionally, the incumbent must have very good knowledge of and experience on CBI, previous related experience in similar complex operations. Financial knowledge and experience is desirable since the incumbent is required to handle financial transaction of CBI related regularly.Living and Working Conditions:Staff reside on UNHCR compound which houses both offices and residences. Residential rooms have bathrooms and basic necessities such as bed, wardrobe, TV, AC, refrigerators and gas stove. Staff provide his/her own bedsheets, towels, and toiletries. The rooms are cleaned from Monday to Friday. Laundry is done separately for a fee. There is a cafeteria and bar run by a private company, where meals and drinks can be purchased. There is a gym within the compound and a basketball court at the outer perimeter. There are churches and mosques. Available banks are Equity and Kenya Commercial. ATM machines accept some credit and debit cards, dispensing Kenyan Shillings. The area is generally characterized by high temperatures and is relatively humid. January to March is the hottest months, with temperatures reaching 38oC / 100.4oF. Some essentials during these periods are a hat/cap, sunglasses, light sweat absorbing clothes, closed shoes, welly boots. Long rains start in mid-March and end in June. Some of the hazards in the Kakuma operation includes dust storms, heat exhaustion, flooding, and presence of different insects, snakes, scorpions and high risk of malaria. Rain showers usually results in large muddy areas and overflowing of seasonal rivers which limits staff movements. Overflowing seasonal rivers in Kakuma area can result from rains from highlands on North Eastern Ugandan border. Kakuma Mission Hospital at Kakuma town is the first point of call during medical emergency situations. There are also few medical clinics and chemist shops in Kakuma town with very basic facilities. Referrals and evacuations are primarily to Nairobi. Kakuma Sub Office is a Security Level 3 (moderate). The overall security situation in the operational area has been calm and stable over the past few months. While UNHCR operations have not been directly affected by insecurity, humanitarian operations and program delivery modalities are constantly reviewed and the security posture adjusted in order to mitigate the risks. Security of UNHCR compound is provided by UN Security and Safety Service (UNDSS), a private guard company and the Kenya Police Service. Movement in and out of the UNHCR Compound of UN personnel, partners and visitors is restricted from 22:00Hrs to 05:00Hrs.
