The successful candidate will be answerable to the Board of Directors, serve as their Secretary, be both the Authorized and Accounting Officer of the Agency

Lake Victoria South Water Works Development Agency was established on 3rd May, 2019 vide Legal Notice No. 28 under the Water Act 2016 as a State Corporation. It is responsible for the development of water and sanitation infrastructure in its area of jurisdiction covering eight counties which include: Kisumu, Kericho, Bomet, Kisii, Nyamira, Migori, Homabay and Siaya.
The Agency seeks to fill the position of Chief Executive Officer

A. Key Responsibilities Chief Executive Officer
The successful candidate will be answerable to the Board of Directors, serve as their Secretary, be both the Authorized and Accounting Officer of the Agency responsible for:

Policy and Strategy
i. Developing of and recommending to the Board the short term, medium term and long term strategies, business plans and annual operating budgets to achieve corporate objectives
ii. Providing leadership in the implementation and evaluation of corporate strategic plans, policies and service standards

Resource Mobilization
iii. Creating partnerships and linkages at the highest level with key stakeholders to enhance the Agency’s effectiveness and corporate image.
iv. Effective management of resources and advising the Board on opportunities for realization of the Agency’s mandate
v. Managing the day to day operations of the Agency and overseeing legal, regulatory and statutory requirements

Establishment of Systems
vi. Establishing proper internal procedures, controls, monitoring and evaluation
vii. Ensuring continuous improvement in the quality and value of services provided by the Agency.

Skills Management and Coordination
i. Ensuring functional collaboration and effective synergies between the governance and management organs of the Agency
ii. Upholding effective human resource management towards creating a work culture and environment suitable for attracting, developing and retaining a dynamic workforce
iii. Building relevant organizational capacities for business continuity and uptake of relevant emerging opportunities.
iv. Leading and managing the staff of the organization
v. Attention to staff matters including organizational structures, appointments, welfare, training, industrial relationships, separation and effective management of succession plans
vi. Undertake any other responsibilities assigned by the Board.

B. Academic Qualifications and Experience
In order to be considered, the candidate must:-
i. Have a Bachelors’ degree from a recognized university
ii. Have a Masters’ degree from a recognized university
iii. Must be registered with a professional body and a member in good standing
iv. Have at least fifteen (15) years’ proven experience in a relevant field, five (5) years of which must have been in a senior management position
v. Have successfully completed a Senior Management Course or Strategic Leadership Course lasting not less than four (4) weeks from a recognized institution
vi. Demonstrated professional competency and managerial capability as reflected in his work performance and results
vii. Have proficiency in Information Communication and Technology
viii. Have knowledge and clear understanding of the Water and Sanitation Sector as an added advantage.

**C. Person Specifications

The Applicant must:-**
i. Be a Kenyan Citizen
ii. Be a transformative leader and demonstrate the ability to enhance the visibility of the Agency
iii. Demonstrate understanding of corporate governance for state corporations
iv. Demonstrate a thorough understanding and knowledge of government policies and priorities
v. Demonstrate the ability to lead in resource mobilization and to efficiently and prudently manage and account for use of public resources
vi. Demonstrate integrity, accountability and professionalism
vii. Demonstrate capabilities in mentoring and coaching with relevance to the Agency
viii. Be capable of initiating strategies aimed at effectively achieving the core mandate of the Agency.

D. Other Mandatory Requirements
In addition to academic qualifications, experience and person specifications above, all
interested applicants must submit valid clearance from the following institutions: -
i. Certificate of Good Conduct issued by the Directorate of Criminal Investigation.
ii. Tax Compliance Certificate issued by the Kenya Revenue Authority
iii. Certificate of Clearance from a registered Credit Reference Bureau
iv. Clearance from Ethics and Anti-Corruption Commission
v. Clearance from the Higher Education Loans Board

E. Terms of Service and Remuneration
i. The successful candidate will serve a three (3) years contract which, subject to satisfactory performance, shall be renewed only once.
ii. Remuneration attached to this position shall be determined in accordance with Section 5 (3) of the State Corporations Act Cap 446 and as determined by the Salaries and Remuneration commission
