Consultant For Gef Coordination Office For Project Reviews

• At least Seven (7) years of experience in project design and project management with knowledge on Theory of Change and logical framework design and quality assurance required
• Strong analytical skills in undertaking project reviews against present criteria.
• Experience with multilateral and/or development institutions is desired.
• Experience in project design and project management is desirable.
• Experience in design of operations and programme manuals, in evaluation of strategies and plans and or developing of finance programming is an added value

Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Following the changes to the GEF Project Cycle (project development period shorted by 30% and cancellation policy in effect) and the many GEF Concepts and Full Project Documents that UNEP has in the system, the GEF Coordination Unit and the Program Assurance and Coherence Unit have agreed on the need for additional external technical assistance to support the heavy load of project reviews in advance of the GEF concept and full project document submission deadlines.
The consultant will work under the direct supervision of Programme Assurance and Coherence Unit for project reviews and under the direct supervision of the GEF Coordinator, for any additional tasks. In additional, both the GEF Coordination Unit and/or the Program Assurance and Coherence Unit may request additional tasks, such as refinements to the project cycle guidance and tools.
The Consultant should also liaise with project proponents, on request, to provide clarifications and guidance in addressing review comments and strengthening project design.
Specific tasks and responsibilities
a. Provide reviews of Project Concepts and or Full Project Documents using the GEF matrix for quality of project design matrix, in coordination with Concept Review Committee (PRC) Secretary and the GEF Coordinator.
b. Provide technical support on design of a theory of change and or a project logframe to project managers that require this or any other section of the Project Concept or Project Document.
