KEPSA is the apex body of the private sector in Kenya to drive economic development through year on year improvements in the business environment by addressing cross-cutting business issues, driving investments and addressing socio-economic issues with partners. It brings together business associations, corporate bodies, SMEs and start-ups to speak in one voice, working closely with Government and other stakeholders through structured public-private dialogue platforms and other engagement mechanisms.
A. Program Description
Kenya Private Sector Alliance (KEPSA) together with the Ministry of ICT with funding from MasterCard Foundation’s under Young Africa Works (YAW) – Kenya initiative to enable 1 million Kenyans access dignified work through digital platforms over three years. In 2016, the Government of Kenya through the Ministry of ICT and in partnership with academia, civil society, and private sector set up the Ajira Digital Program to bridge the gap between skills demand and lack of jobs for youth. The program aims to introduce young people to digital and digitally-enabled work and provide the tools, training, and mentorship needed for young people to work and earn an income with dignity. Achieving the country’s objective of a globally competitive knowledge-based middle-income economy in an increasingly digital world. The Ajira Digital Program also seeks to position Kenya as a choice labour destination for multinational companies as well as grow and encourage local companies and the public sector to create digital and digitally-enabled work. Ajira Digital program covers five programs across the supply, demand and linkage aspects of the job’s ecosystem.
Supply: Provide access to training and mentorship (work readiness and up-skilling opportunities)
Program 1: Operationalization of existing Constituency Innovation Hubs (CIHs)
Program 2: Institutionalise Ajira Digital Clubs and curriculum in higher-level learning institutions (TVETS and Universities)
Demand: Increase local availability of dignified work
Program 3: e-Government: Public Sector providing digital work
Program 4: Private sector engagement: Support of digital platforms
Linkage: Enhance central linkage/information repository for all stakeholders & beneficiaries
Program 5: Revamp of the existing Ajira Digital portal to offer relevant and timely labour information to benefit the entire ecosystem needed to grow work opportunities powered by the digital space
Education
University Degree in Statistics/Applied Statistics/Mathematics, Economics, or Social Science
Experience
Minimum 5 years’ experience field in data management and analysis, data visualization and reporting as a data specialist preferably in an International Organization, private sector or government (strongly preferred)
Experience of the procedures and reporting requirements of a variety of donor organizations (prefer)
Strong skills and experience in evaluations methodologies and results-based management(prefer)
Reporting Requirements
The Data Officer will have direct management reporting to Project M&E Manager
Responsibilities
Setting up Data, M&E System
Work with M&E Manager to develop an Ajira program-wide M&E framework including a project theory of change with key performance indicators and methodology for their measurement
Develop project tools that will facilitate periodic program data collections, project audit, performance monitoring, and routine data quality assessments or reviews
Develop M&E and data training manual for KEPSA staff
Develop data management dashboard in close collaboration with the M&E Manager. The dashboard is supposed to improve the efficiency of project internal decision-making process
Institute data collection and analysis structures supporting the program learning plan, with guidance from the M&E Manager
Implementing the M&E Framework
Collect data from partners, directly from program staff or beneficiaries or from digital systems on a regular basis to measure achievement against the performance indicators (RoutineMonitoring)
Update the project indicator tracking matrix consistently
Ensure the programme indicators baseline data is updated
Review the results and identify areas where support/input is required for programme partners
Prepare regular reports (weekly, monthly, quarterly and annually) showing project progress and other updates for management for decision making
Act as a focal point for data and provide in-depth data analysis and visualization for purposes of decision making at the project management level and program levels
Undertake quality control of data submitted by project staff
Ensure results and reports are reviewed and discussed in respective forums and in a timely fashion in terms of implications for future action
Train project staff and partners on results measurements, data collection tools and data quality
Provide quality assurance for any project-commissioned studies or evaluations to ensure that the process adheres to AFREA, KEPSA and Mastercard Foundation evaluations standards
Synthesize the results to generate learning insights periodically and organize learning workshops with Ajira partners
Performing any other duties assigned in line with this position.
Planning
Engage in the project planning process in close collaboration with Project Staff
Ensure that the overall Ajira project plan is well informed by the project M&E framework
Track and update overall progress against project plan periodically
