Remuneration and BenefitsBasic Salary Scale: KShs. 192,034 – KShs. 249,644 P.M.;House Allowance: KShs. 60,000 P.M.Commuter Allowance: KShs. 21,000 P.M.Annual Leave Allowance: KShs. 12,500 P.A.Medical Cover and Other Allowances: As provided by KMFRITerms of Service: Permanent and Pensionable.Job SpecificationsDuties and responsibilities of the officer will entail:Advising management on development, implementation, maintenance and monitoring of ICT strategies of the Institute;Development of strategies, policies and programs related to ICTOverseeing the systems analysis, design and programmer specifications in liaison with users;Ensuring adherence to established ICT policy and standards;Ensuring overall systems documentation;Ensuring installation certification, repairs and maintenance of Information Communication Technology equipment, solutions and associated peripherals;Advising on Hardware/Software specifications for Information Communication Technology equipment;Administering and maintaining web-based systems and database server's configuration;Overseeing the Institute's network configurations and passwords;Ensuring ICT Risk management and Business continuity;Advice on outsourced ICT services and service providers;Overseeing the maintenance of ICT systems security and Databases;Ensuring compliance with implementation of ICT policies and procedures;Ensures effective ICT Planning, Budgeting and Reporting;Ensuring development of ICT staff,Developing agenda for the Board on ICT related issuesPerson SpecificationsFor appointment to this grade an officer must have at least:At least ten (10) years' relevant work experience, three (3) of which should be at the level of Assistant Director, ICT or a comparable position in the public or private sector;Master's Degree in any of the following disciplines: - Information Technology, Computer Science, Business IT, Software Engineering, ICT Project Management, Computer Engineering or its equivalent qualification from a recognized Institution;Bachelor's Degree in any of the following: Information Technology, Computer Science, Business IT, Software Engineering, ICT Project Management, Computer Engineering or their equivalent from a recognized Institution;Minimum KCSE C+ (plus) or its equivalent;PRINCE2, PMP or equivalent Project Management Certification;At least one IT management certification CompTIA Project+, CAPM, CGEIT, CSM, CISSP, COBIT or other equivalent qualifications;At least one information Security certification CISM, CEH, CompTIA Security+, CISSP, GSEC or other equivalent qualifications;At least any two (2) certifications from relevant professional bodies in either CCNP, CDCP, CCNA Cloud, CCNA Industrial/IoT, CCNA, MCSE, MCSA, MCSD, N+, A+ OCA, CISSP, Linux+, Network+, Microsoft Certified IT Professional (MCITP), CISA, CISM, CGEIT or other equivalent qualifications from a recognized institution;CISA Membership or an equivalent IT professional body;Management course lasting not less than four (4) weeks, or equivalent, from a recognized institution.Demonstrated merit and ability as reflected in work performance and results; andMeets the requirements of Chapter Six of the Constitution.Key Competencies and SkillsAnalytical skills;Strong communication and reporting skills;Strong managerial skills and ability to lead teams;Mentoring, coaching and leadership skills; andInterpersonal and negotiation skills.
