EDUCATION & QUALIFICATIONS

PROVEN ABILITY

SKILLS

Advanced technical knowledge/understanding of youth issues and youth centred approaches to programming.

Strong understanding of SRHR, international development and humanitarian sector, human rights and gender equality

Strong knowledge/experience of implementing safeguarding and child protection policies and procedures.

Advanced application in staff, process and project management and experience of managing consultants. Experience managing geographically dispersed and/or matrixed teams highly desirable.

Significant experience of working in a complex organisation dealing with a breadth of fast-changing and controversial issues. Experience of federation or network working highly desirably.

Experience of supporting NGOs or partners to drive change at national level, including an understanding of the challenges and capacity needs of national organisations working in service provision and national advocacy.

Experience of resource mobilisation bid writing, securing consortium partners and management.

Fluent in English and French (both oral and written) is mandatory. Knowledge of Spanish, Portuguese or Arabic would be an additional advantage.
Responsibilities

Strategic Integrated Approach
Lead the development of an overarching global agenda that will draw together the many and varied strands of IPPF’s work on youth - youth engagement and leadership, CSE, youth led advocacy and youth friendly services - and support the effective mainstreaming of the youth centred approach in Member Associations and the Secretariat.

Lead and facilitate the development of a clear multi-level Secretariat-wide results framework for youth, co-ordinating with Knowledge Sharing colleagues to draw together the overarching inputs and outputs of the Secretariat that deliver against the results and outcomes of the IPPF Strategic Framework.

Drive these results, and IPPF’s global leadership on the SRHR of youth, through enabling the roll out of innovative and successful approaches from Member Associations; driving effective programme development optimising impactful partnerships and maximising capacity sharing.

People Leadership, Facilitation and Co-ordination
Co-ordinate a globally matrixed team, supporting a new culture and approach that facilitates and empowers staff with relevant expertise to help shape a global vision and frameworks, that support and enable them to deliver globally, or locally as relevant.

Work with other global leads and colleagues beyond the global youth team to drive a supportive environment for youth and enable the roll-out of the Youth Centred Approach n the Secretariat and the Member Associations.

Knowledge Management, Learning and Technical Excellence
Drive a learning-led approach to the youth work in IPPF, optimizing the benefits of the expertise and skills of the global youth team and colleagues in Knowledge Management and Capacity Sharing, to empower the Federation with the most up to date technical knowledge and emerging best practice coming from MAs and from outside IPPF.

Coordinate and provide technical advice and support in the formulation and monitoring of policies and innovative/ transformative programme approaches that demonstrate impact for youth.

Ensure IPPF is equipped with guidance documents and technical tools relating to youth and CSE that provide practical advice to Member Associations, Youth Networks and Centres of Excellence, enabling them to implement, to share knowledge and to lead initiatives on behalf of the Federation.

Partnerships and External Relations
Support the global team to cooperate and build alliances with international/specialist partners who can help deliver IPPF strategic goals related to youth and drive SRHR impact for young people, particularly marginalised and vulnerable young people.

Leverage IPPF’s expertise and learning for the benefit of the wider SRHR community and raise the profile of IPPF as an innovative and expert SRHR organization through sharing of results in publications, conferences and other networking opportunities that contribute to advancing the SRHR community.

Resource Mobilisation
Identify new opportunities and funding for IPPF, including assisting the development of proposals with key Secretariat and Member Association staff.

Other
Ensure gender is effectively mainstreamed within the remit of the post and in line with IPPF’s Gender Equality Policy.

Build and maintain positive relationships with all members of staff, and contacts within and outside the Federation.

Become familiar with the Federation’s Health and Safety Programme and Guidelines for using Visual Display Units. To do everything possible to ensure a healthy and safe working environment, including following instructions and guidance.

Take collective responsibility for safeguarding

Undertake any other reasonable duties as may be requested from time to time.

RESPONSIBILITIES
a) Staff responsibilities carried out by the job holder
Staff supervision, including matrix management relationship with regional and other Secretariat youth staff.
b) Financial responsibilities carried out by the job holder.
Prepare budget submission for youth programme

Ensure cost effective utilisation of allocated funds.

c) Advisory responsibilities carried out by the job holder.
To provide advice on youth strategy, policy and related issues to Governance, Directors Leadership Team, Secretariat staff and Member Associations.
