Lead Technical Adviser And Capacity Development Manager

ICRW is looking for a Lead Technical Adviser and Capacity Development Manager for the What Works II programme who has:A minimum 10 years professional experience in management of complex programmes to prevent VAWG, VAC, GBV or IPV. Demonstrated experience in programme design/implementation, policy and advocacy and/or research.

Experience managing multi-country technical teams, with significant emphasis on capacity building and scaling up among partners.

Prior experience implementing DFID-funded programmes and an understanding of DFID’s policies, programmes, and operations in the preventing VAWG strongly preferred. Similar experience with another comparable donor agency (EU, UN, GiZ, USAID, SIDA) will also be considered.

An advanced degree in international development, public health, research, gender equality, or another relevant field.

Technical expertise in one or more of the following areas: gender; VAWG; VAC; sexual and reproductive health and rights; education; research; funds management; life skills and economic empowerment; disability inclusion; and/or policy and advocacy.
Fluency in English required, fluency in another relevant programme language strongly preferred (e.g. Swahili, French, Arabic, Portuguese, Urdu, Bengali, understanding, reading and writing of vernacular official languages of the specific countries of Asia region, will be an added advantage.)

Responsibilities

What Works II will prevent and contribute to eliminating violence against women and girls (VAWG) through the above components. The Lead Technical Adviser and Capacity Development Manager will be responsible for managing a network of regional technical advisors, each of which will provide consistent, targeted support to the portfolio of What Works II grantees in Asia, MENA, and East, Southern, and West Africa.The Lead Technical Advisor will also provide leadership in convening international and national advisory groups for the programme and monitor technical assistance for quality assurance across the portfolio of grants. S/he will help ensure coherence and synergy across programme partners, including systems development and targeted capacity building, while leading research initiatives in VAWG as well as the development of the VAWG helpdesk, which will provide support to program implementers, researchers and policymakers.
