Reporting Directly to the Project Manager, the Monitoring and Evaluation TA recruited under the project would work closely with the M&E Unit of MOH, the KNH, UON-COHS and KMTC to ensure that the progress made on the various indicators of the project (outputs and outcomes) are relayed into the M&E sections of the MOH and MOEST and registered in the EMIS and HMIS data bases. Furthermore, She/He will work with, the target institutions to ensure their data on urology and nephrology cases, treatment, research and training of personnel together with all other relevant statistics are captured, documented and communicated to the respective Health Information systems and National health information data bases including the National Council for Higher Education (NCHE) which hosts the national platform for universities an tertiary institutions’ data.
Requirements
i. Basic requirements (Mandatory)
A Basic Diploma or Degree in Health Records or Monitoring and Evaluation
Minimum of 2 years working as Project M/E officer for donor funded health project
Knowledge in GOK M/E Health Systems.
ii. Additional requirements
• Master’s degree in M/E of Related field will be an added advantage;
• Experience working with the National Health Ministry;
• Knowledge in Contract management is an added advantage;
• Demonstrable good team management skills;
• Knowledge of Africa Development Bank (AfDB) rules, regulations and procedures will be an added advantage
Responsibilities
i. Ensure all the requisite project data indicators are understood and collected by all stakeholders.
ii. Prepare and implement the Project progress log frame
iii. Work closely with stakeholders under the guidance of the Project Manager to prepare Quarterly Progress Reports (QPRs)
according to the format and procedures of the Bank and MOH.
iv. Ensure requisite data tools and reporting systems respond to the Project M/E needs
v. Facilitate/support the use of ICT and ensure regular updating of these databases including linking to the Centers of Excellence
in the region.
vi. Assist the e-Learning/Renal Registry Consultants to set up E-Learning platform that is responsive to the Projects and MOH data
requirements.
vii. Pro-actively guide the Project manager and the PIU to keep pace with the Project milestones and Deliverables including
planning for the AfDB semi-annual field monitoring visits and keeping track of the AfDB Aide Memoir actions and recommendations.
viii. Secretary to the PIU.
ix. Assist the Project manager to keep custody of Project documents.
x. Any other M/E related duty as assigned.
